MINUTES <br />CITY COUNCIL <br />SEPTEMBER 14, 2016 <br />The foregoing resolution was duly seconded by Fischer. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />PROPOSAL TO <br />The Associate Planner stated that at the August 24th Council meeting, the <br />AMEND CITY <br />Council was asked by Renee Schott to consider amending the City Code to <br />CODE TO <br />allow chickens on large residential properties. She explained that Ms. <br />ALLOW <br />Schott would like to purchase a five acre residential property in Little <br />CHICKENS ON <br />Canada, but she has 12 chickens, and requested that the City Code be <br />LARGE R-1, <br />amended to allow her to keep the chickens. She stated that the Council at <br />SINGLE FAMILY <br />the time needed more time to think about this proposal, but stated they <br />RESIDENTIAL <br />were willing to consider the request for large properties only. The <br />PROPERTIES <br />Associate Planner stated that Staff has drafted an ordinance to allow <br />chickens based on the comments made the Council. <br />Keis asked if a permit would be required for chickens. The Associate <br />Planner stated that the plan was to require an annual license. She noted <br />there was an email in the additions from a resident who was opposed to <br />allowing chickens. Keis stated he has gotten some comments and they <br />have all been opposing chickens. The City Administrator stated the large <br />amount of rules are proposed so that if there are issues, the City has some <br />way to address it. Keis questioned if the Council wants to allow something <br />that would only be applicable to five properties. Fischer stated he agrees <br />and feels like this is almost spot zoning, and stated he cannot support <br />allowing chickens at this point. Torkelson stated he wants to support some <br />urban gardening and sustainability for residents, and would support this <br />ordinance and even allow it on smaller than five acres so more residents <br />could take advantage of this. He suggested there could be a requirement <br />for neighbors to sign off on a chicken permit. <br />Renee Schott, stated she lives in Roseville where there are no rules or <br />permits required for chickens. She explained that when the City gets a <br />chicken complaint, a code enforcement officer comes out and deals with it, <br />and there does not seem to be any big problems. McGraw stated he does <br />not want to cause problems between neighbors, and does not want to <br />require a neighbor to sign off on a permit. Montour stated he agrees with <br />Councilmember Fischer about how this feels similar to spot zoning. His <br />opinion is that if something is good for one resident, it should be available <br />for all residents. He stated he has not seen a big outcry for people wanting <br />chickens in Little Canada, and is not ready to allow chickens until that <br />happens. McGraw stated he received two comments in opposition. Keis <br />stated the only comments he has received have been in opposition. Fischer <br />stated the comments he received have also only been in opposition. <br />7 <br />
