MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 2016 <br />PUBLIC <br />The City Planner stated that the applicant, Precision Landscape & Tree, has <br />HEARING - <br />requested to rezone their property from I -P, Industrial Park, to PUD, <br />REZONING & <br />Planned Unit Development. He explained the applicants would split the <br />SUBDIVISION <br />property into two parcels to accommodate the construction of a separate <br />AT 50 SOUTH <br />industrial building for multiple tenants, and to allow for common access <br />OWASSO <br />and added outdoor storage that Precision Tree would use. He explained <br />BOULEVARD; <br />that Precision Tree has utilized a lot of their property for the outdoor <br />PRECISION <br />storage needs of their business. The City Planner explained that a <br />LANDSCAPE & <br />significant portion of this property is covered by a St. Paul Waterworks <br />TREE <br />easement so quite a bit of the lot is not usable. <br />The City Planner explained that the I -P, Industrial Park zoning district <br />significantly controls the allowed amount of outdoor storage area, which is <br />why the applicants are requesting the property be rezoned to PUD, Planned <br />Unit Development. He noted that the City further reduced the allowed <br />amounts of outdoor storage in I -P districts after Precision Tree was here. <br />He stated that Precision Tree has had difficulty over the years conforming <br />to the amount of outdoor storage allowed, and want the flexibility of PUD <br />zoning to increase the amount of outdoor storage they can have. The City <br />Planner noted that they have sought these approvals in previous years, but <br />were not ready to complete the process. He noted that the PUD zoning <br />allows some flexibility, but it stills need to meet the overall goals of the <br />area. He stated that Precision Tree is requesting to be allowed <br />approximately 10,000 square feet of outdoor storage on Lot 1, and <br />approximately 14,000 square feet on Lot 2. He explained that for a <br />comparison, in an I-1, Light Industrial, zoning district, they would be <br />allowed more than what they are proposing. The City Planner stated that <br />updated information has been provided since the Planning Commission <br />meeting. He explained that Staff had requested to see what the whole site <br />development would be, and that has now been submitted. He explained <br />that it was his understanding that the bulk of the outdoor storage on both <br />lots will be used by Precision Tree. <br />Reg Plowman, with RJ Marco Construction, stated he is helping Precision <br />Tree, and explained that they need more office space and would occupy <br />one-third of the new building, and other smaller businesses would lease the <br />remaining space. Montour asked if going to a PUD would define how <br />much outdoor storage. The Planner stated that typically with a PUD, the <br />site plan review and amount of outdoor storage would be defined in the <br />approval. Montour stated he understands business needs for outdoor <br />storage, and sees this as an opportunity to help an existing business stay in <br />the City as it grows. Keis stated that over the years, Precision Tree has had <br />a lot of outdoor storage, and asked how much they are actually using versus <br />how much they are allowed. The City Administrator stated staff met with <br />Mr. Plowman recently and indicated that Precision Tree needs to actually <br />do something this time. <br />Co <br />
