MINUTES <br />PLANNING COMMISSION <br />MARCH 10, 2016 <br />zoning code. He explained that this lot split has to meet the 75 foot lot <br />width and 10,000 square feet requirements, which it does. He noted that <br />the two new lots would each be 75 feet wide and a little more than 11,000 <br />square feet in size. The City Planner stated the certificate of survey that <br />was submitted does not currently show the 5 -foot perimeter drainage and <br />utility easements around either lot. He noted that staff recommends that <br />Lot 2 be subject to the City Park and Trail Dedication fee of $3,500. He <br />stated that issues related to grading, drainage and utilities should be <br />subject to the review of the City Engineer. <br />The City Planner stated that the proposed lot split is consistent with the <br />applicable zoning and subdivision requirements. He stated that Staff <br />recommends approval of the lot split at 2600 Spruce Street subject to these <br />conditions: <br />1. The applicant removes all existing structures on the property prior to <br />the commencement of any new construction. <br />2. Future plans for either lot are subject to current code requirements and <br />must comply with any and all applicable codes. <br />3. The applicant will submit a revised certificate of survey showing the <br />required drainage and utility easements for both lots. <br />4. The City Engineer should provide comment and make a <br />recommendation in regards to issues related to grading, drainage and <br />utilities. <br />Buesing questioned if there could be a set timeline for the removal of the <br />structures rather than just stating that they be removed prior to <br />construction. He stated he was concerned the deteriorated structures could <br />remain for years if the contractor does not move forward right away. The <br />City Planner stated that the City doesn't typically make a timeline unless <br />the structure is a safety issue. He noted that the structures are not in good <br />condition, but not a safety hazard at this time. He stated that a defined <br />timeline could be added as a condition if the City chooses to do that. <br />Kevin Tramm, Kevin Tramm Construction, stated he plans to remove all <br />of the structures within 30 days. He stated his intent is to get the lots <br />divided, take down the structures and build two new homes. Duray asked <br />if any trees would come down. Mr. Tramm stated they aren't sure where <br />the new homes will be placed yet, but they will save as many trees as <br />possible. He stated there is a neighboring garage to the south that is in <br />very bad shape and asked if the City could take a look at it. <br />Schwalbach recommended approval of the subdivision of 2600 Spruce <br />Street into two single family parcels with all of the conditions outlined in <br />the City Planner's report dated February 24, 2016.
