MINUTES
PARKS & RECREATION COMMISSION
July 19, 2016
Administrator explained the Charitable Gambling Fund, which receives
ten percent of all charitable gambling operations in the City, can be used
to support youth activities. He also discussed the Park Land Acquisition
Fund, some of which could be used to purchase the last home on Little
Canada Road near Round Lake, or to purchase land to finish trail
connections. The City Administrator noted the Park Land Acquisition
Fund is not statutory and could thus be used in many ways, although it is
important to be conscious of future park land expenditures. He also
explained there is an infrastructure fund, which is mostly used for roads,
but can serve as funding for trail re-pavements.

The City Administrator explained the Director compiled a list of budget
items that were ranked by the Commission in 2012. The Commission
could use this list to develop a current list of projects and importance
ranking. The City Administrator explained this will help staff allocate
proper funding for potential park projects. Chair Miller asked the
Commission to begin to develop a list of projects in order to create a
preliminary list by the next meeting where a workshop will be held to
discuss ideas. Schletty asked if it would be possible to include a
description of the items listed so that the Commission would get a feel for
how the past items had received proper funding. The Director indicated he
would work on that, but the estimates put forth in the 2012 budget had
been prepared by Bill Sanders. Since, Bill is approaching retirement, the
Director noted the City Engineer or City Administrator would need to
estimate the costs of the projects.

Chu asked how the Veteran’s Memorial Park would fit into the budget
discussion. Horwath explained last month the Commission had
recommended a master plan be made to establish priority projects and
estimates in regards to further improvements within the park. Horwath
also explained the Commission had recommended park benches be added,
in addition to plaques to recognize the Eagle Scout projects which were
made there. The City Administrator also informed the Commission that
the dedication ceremony had been moved to Memorial Day 2017 in order
to have all of the finishing touches complete.

The Recreation Supervisor reported the next Market Place Morning Talk
would take place Wednesday August 10th at the Bingo Hall. The topic will
be Neuropathy, presented by Golden Living-Lake Ridge.

The Director reported the latest edition of the Le Petit would be out later
this week and it has all kinds of information pertaining to Canadian Days
including the full schedule and the Ice Cream Social.

OTHER
BUSINESS
