MINUTES <br />CITY COUNCIL <br />OCTOBER 26, 2016 <br />DISCUSS The City Administrator stated that quotes for the demolition work will be <br />PROCESS TO received in early November, but if we wait until after the November 16th <br />AWARD Council meeting, it may getting too late to do the work since there is a 10 <br />DEMOLITION day notification required by the MPGA. He explained that the Council will <br />BIDS FOR 4 either need to hold a special meeting on November 9th or he can send out <br />CITY -OWNED the information to the Council by email and the decision can be ratified at <br />PROPERTIES the November 16tH meeting. There was Council consensus to give Staff the <br />authority to make a decision on the demolition work for the four city - <br />owned properties. <br />VALUE REVIEW The City Administrator explained that Nicollet Partners has indicated that <br />OF CITY- <br />the range of costs for a valuation assistance with the Twin Lake Boulevard <br />OWNED TWIN <br />property would range from about $3,500 for an evaluation letter to $7,500 <br />LAKE <br />for a full appraisal. He noted that Nicollet Partners appraised this site in <br />BOULEVARD <br />2006, but that information needs to be updated for the current market <br />LAND <br />conditions. He stated that another option the Council could consider is he <br />has talked with representatives from Avison Young, and they think they <br />could provide assistance, and would like to meet with the Council to see <br />what they could offer. There was Council consensus to call a special <br />meeting to meet with Avison Young to see what they could do for the City. <br />Torkelson introduced the following resolution and moved its adoption: <br />RESOLUTION 2016-10-184 -APPROVE STAFF SPENDING UP TO <br />$3,500 ONANEVALUA TION LETTER FOR THE CITY -OWNED <br />PROPERTY ON TWINLAKE BOULEVARD, PENDING THE <br />OUTCOME OF THE MEETING WITH AVISON YOUNG. <br />The foregoing resolution was duly seconded by McGraw. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />CITY HALL The City Administrator stated that there are a couple of sections of rubber <br />ROOF REPAIR membrane roofing on City Hall, and one of them has been leaking this <br />year. He explained that section is over the Council Chambers and the <br />vestibule of the History Center. He stated that Staff has had some <br />assistance in evaluating the work that needs to be done to ensure that <br />damage was not more than the roofing membrane and substrate itself. He <br />stated that being reasonably assured that it is only the roofing structure <br />needing repair, he obtained quotes for repair where there have been leaks, <br />and is recommending repairing over the front entry also since it is the same <br />age as the area that is leaking. He noted that after comparing the quotes <br />received, he is not recommending going with the lowest bid because the <br />[G! <br />
