MINUTES <br />IMPROVEMENT HEARINGS <br />NOVEMBER 21, 2016 <br />There were no additional comments from the general public. <br />Upon motion by Fischer, seconded by McGraw, the assessment hearing <br />was closed. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2016-11-199 —DENYING THE TWO <br />SUBMITTED WRITTEN OBJECTIONS AGAINST IMPROVEMENT <br />NO. 2015-01, CENTERVILLE ROAD (LITTLE CANADA ROAD TO <br />800' WEST OF EDGERTON STREET) AS THE CITY BELIEVES <br />THE BENEFITS RECEIVED EXCEEDS THE ASSESSMENT <br />AMOUNT. <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2016-11-200 — ADOPTING THE ASSESSMENT <br />ROLL FOR IMPROVEMENT NO. 2015-01, CENTER VILLE ROAD <br />(LITTLE CANADA ROAD TO 800' WEST OF EDGERTON STREET) <br />BY COMBINATION OF MILL/OVERLAY, RECONSTRUCTION, <br />AND COLD IN-PLACE RECYCLING AND PAVING INCLUDING <br />CONCRETE CURB AND GUTTER REPAIR, SIDEWALK, STORM <br />SEWER IMPROVEMENTS AND WATERMAINMAINTENANCE AS <br />RECOMMENDED BY CITY STAFF. <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />IMPROVEMENT Mayor Keis opened the Assessment Hearing to consider the adoption of <br />NO. 2016-03 special assessments for Improvement No. 2016-03, Aspen Circle (County <br />ASPEN CIRCLE Road D to County Road D) by full depth reclamation and paving including <br />concrete curb and gutter repair, driveway approach work, and watennain <br />maintenance. <br />The City Engineer reviewed project costs, noting that the initial estimate <br />was $65,315.94 with the final estimated cost at $70,018.48. He noted that <br />some of the street costs were higher, but some water repair costs went <br />down. He then reviewed assessment payment methods which provide for <br />5 <br />
