MINUTES <br />IMPROVEMENT HEARINGS <br />NOVEMBER 21, 2016 <br />payment (either in full or part) with no interest within the first 30 days <br />after the assessment is adopted, or allowing the assessment to be certified <br />against property taxes for collection over a 10 year period at an interest <br />rate of 3.75%. The Engineer noted that after certification assessments can <br />be paid off early to the County at any time. He suggested, however, that <br />payments should be made prior to November 15t'in the given year or the <br />County will add the next year's interest to the balance. <br />The City Engineer then reviewed the assessment roll as well as a sample <br />amortization schedule for an assessment that would be certified for <br />collection with property taxes. <br />Kathy Peterson, 815 Aspen Circle, explained from there was a bad curbing <br />installed when Aspen Circle was built, before the houses were built. She <br />stated that they took care of it replacing it themselves because it was never <br />addressed by the City. The City Administrator stated that the Council <br />could give a credit for what the City would have paid to replace the curb at <br />this property. The City Engineer noted that there were six properties that <br />had replaced their whole driveway including the curb, plus 815 Aspen. <br />The City Administrator stated the City will still assess the full amount to <br />the property, but will issue checks as a credit for the City costs of what the <br />City would have paid to replace what was removed. <br />The owner of 825 Aspen Circle stated she replaced her driveway four <br />years ago, and the bottom was replaced this year with the construction and <br />now doesn't snatch the rest of the driveway. The City Administrator <br />stated he and the City Engineer will look at her driveway to see if a credit <br />is applicable, and will be brought to the Council to decide. <br />The City Administrator reported that anyone wishing to object to the <br />proposed assessment should do so in writing at this time. Submitting a <br />written objection will preserve the property owners right to contest the <br />assessment in District Court.
