MINUTES <br />CITY COUNCIL <br />NOVEMBER 30, 2016 <br />Upon motion by Keis, seconded by McGraw, the public hearing was <br />closed. <br />There was Council consensus to accept Mr. Erdmanis' proposal and <br />withdrawal of his zoning code appeal. <br />CONSENT Montour introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOL UTION NO. 2016-11-207 — APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS <br />*2015 & 2016 STREET IMPROVEMENT DRIVEWAY <br />REIMBURSEMENTS <br />*TRANSFER FUNDS FOR ASSESSMENT PAYMENTS <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator stated in regards to the improvement driveway <br />reimbursements, the Council should give direction on how to handle 825 <br />Aspen Circle. He explained that the owners put in a new driveway four <br />years ago, but did not change the curb and apron. He stated that in this <br />case, the City did not save any money due to the new driveway because we <br />still had to install a new curb and apron. He noted that the owners did not <br />have prior contact with the City on their driveway, although it was <br />unknown as to when the street project was actually going to happen. The <br />City Administrator stated that the Council can decide whether to reimburse <br />this owner, but it could be setting a precedent. He noted that at the <br />assessment hearing on November 21, 2016, the Council had agreed to <br />reimburse the property owner of 815 Aspen Circle. <br />Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2016-11-208 — DENYING THE REQUEST FROM <br />THE PROPERTY OWNER OF 825 ASPEN CIRCLE FOR <br />REIMBURSEMENT OF EXPENSES BASED ON THERE WAS NO <br />COST SAVINGS TO THE CITY FOR THE NEW DRIVEWAY THAT <br />THE OWNERS INSTALLED. <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0).
