MINUTES CITY COUNCIL NOVEMBER 30, 2016 Upon motion by Keis, seconded by McGraw, the public hearing was closed. There was Council consensus to accept Mr. Erdmanis' proposal and withdrawal of his zoning code appeal. CONSENT Montour introduced the following resolution and moved its adoption: AGENDA RESOL UTION NO. 2016-11-207 — APPROVING THE CONSENT AGENDA WHICH CONTAINS THE FOLLOWING: *APPROVAL OF THE VOUCHERS *2015 & 2016 STREET IMPROVEMENT DRIVEWAY REIMBURSEMENTS *TRANSFER FUNDS FOR ASSESSMENT PAYMENTS The foregoing resolution was duly seconded by Fischer. Ayes (5). Nays (0). Resolution declared adopted. The City Administrator stated in regards to the improvement driveway reimbursements, the Council should give direction on how to handle 825 Aspen Circle. He explained that the owners put in a new driveway four years ago, but did not change the curb and apron. He stated that in this case, the City did not save any money due to the new driveway because we still had to install a new curb and apron. He noted that the owners did not have prior contact with the City on their driveway, although it was unknown as to when the street project was actually going to happen. The City Administrator stated that the Council can decide whether to reimburse this owner, but it could be setting a precedent. He noted that at the assessment hearing on November 21, 2016, the Council had agreed to reimburse the property owner of 815 Aspen Circle. Fischer introduced the following resolution and moved its adoption: RESOL UTION NO. 2016-11-208 — DENYING THE REQUEST FROM THE PROPERTY OWNER OF 825 ASPEN CIRCLE FOR REIMBURSEMENT OF EXPENSES BASED ON THERE WAS NO COST SAVINGS TO THE CITY FOR THE NEW DRIVEWAY THAT THE OWNERS INSTALLED. The foregoing resolution was duly seconded by Keis. Ayes (5). Nays (0). Resolution declared adopted. C
