<br />Timeline of Events <br /> <br />1953 – Ramsey County GIS Aerial shows undeveloped property. <br /> <br />1960’s – Per Mr. Erdmanis Buck Blacktop was major renter of property. <br /> <br />1964 – Industrial Park Zoning allows Contractor Shops and Storage Yards as Permitted Uses. <br /> <br />1974 - Ramsey County GIS Aerial shows an estimated 38,000 square feet of outdoor storage located in <br />the front of building and no outdoor storage in the rear yard. <br /> <br />September 1975 – City Blacktop License issued to Buck Blacktop, Inc. Officers are listed as Lloyd <br />Bellin and David Trulson. <br /> <br />April 1979- Fire Inspection completed. Lloyd Bellin listed as Property Owner and Buck Blacktop as <br />Occupant. <br /> <br />1980’s – Mr. Erdmanis acknowledges he becomes a part of Buck Blacktop. <br /> <br />1980 – I-1, Light Industrial District allows Outdoor Storage by Conditional Use Permit. <br /> <br />April 1980 – Fire Inspection completed. Buck Blacktop is listed as Occupant. <br /> <br />1985 – Ramsey County GIS Aerial shows an estimated 92,000 square feet of outdoor storage located <br />in front of the building and roughly 6,000 square feet in the rear yard. <br /> <br />June 1985 – I-P, Industrial Park Zoning District adopted. <br /> <br />July 1987 – General Business Licensed issued to Buck Blacktop at 32 S. Owasso Blvd. This is the <br />only business license issued to this parcel. <br /> <br />October 1988 – Property was rezoned from I-1, Light Industrial to I-P, Industrial Park. The minutes <br />reflect that a representative from Buck Blacktop was concerned about their ability to rebuild a new <br />structure if something catastrophic was to happen as a result of the rezoning. The City indicates that <br />Buck Blacktop would be allowed to rebuild and expand up to 25% of the existing floor area without <br />having to bring the property into conformity as long as the existing non-conformity was not being <br />increased. <br /> <br />July 1989 – General Business Licensed issued to Buck Blacktop at 32 S. Owasso Blvd. This is the <br />only business license issued to this parcel. <br /> <br />1991 – Ramsey County GIS Aerial shows an estimated 135,000 square feet of outdoor storage located <br />in the front of the building and no outdoor storage in the rear yard. <br /> <br />May 1993 – The City mails a letter to Buck Blacktop, Uldis Erdmanis of the violation for having fill <br />on the property without a permit. <br /> <br />May 1995 – Following a complaint, a notice was mailed to Buck Blacktop, Uldis Erdmanis to set up a <br />meeting to resolve the recycling stock pile that had been created on the property.
