<br /> <br />- 4 - <br />face of curb to face of curb urban section with storm sewer. At that time both the <br />north and south ends of the street were fully developed, but the middle section of <br />the roadway on the west side was not. Therefore at that time a barrier curb was <br />installed in the already developed areas where driveways were defined and <br />surmountable curb was used for the west curb where development still had to <br />occur. The estimated Pavement Management rating for this road is 75 out of <br />100. The street suffers from delamination of the chip seal and top surface of <br />bituminous, alligator cracking, and settlement of utility trenches. Sanitary sewer <br />and water service are provided to all properties along the street. <br /> <br /> <br />B. ROSE PLACE & LAKESHORE <br /> <br />Together Rose Place and Lakeshore are approximately 1,100 feet in length <br />including the cul-de-sac on the north end of Lakeshore. The streets have a rolled <br />bituminous curb and the existing street width is approximately 31 feet back of <br />curb to back of curb. The storm water drainage in the area is east along Rose <br />Place and south along Lakeshore with the only storm sewer inlets being located <br />at the south end of Lakeshore near Lake Street. <br /> <br />Sanitary sewer and water service are provided to all properties along both <br />streets. <br /> <br />C. LABORE AVENUE <br /> <br />Labore Avenue from Jackson Street to the cul-de-sac is approximately 850 feet <br />in length. The street has a rural cross section and is roughly 25 feet wide from <br />edge of pavement to edge of pavement. There is not a defined ditch section for <br />the street even though there is no curb and gutter. The general drainage in the <br />area is east to Jackson Street, but the street and adjacent yards are relatively flat <br />in the west and middle sections on the roadway. These flat conditions have <br />result in drainage issues along the street and in the yards of the adjacent <br />properties. <br /> <br />Sanitary sewer and water service are provided to all properties along both <br />streets. There is existing storm sewer just south of the intersection with Jackson <br />Street. <br /> <br /> <br />VI. INFORMATIONAL MEETINGS <br />Informational meetings were held for all streets on November 15th, 2016 and November <br />28, 2016 to gather public input on the proposed project from those adjacent to the <br />improvements. Copies of the sign-in sheets and complete meeting minute notes for <br />these meetings are included in Appendix D. <br /> <br /> <br />VII. PROPOSED IMPROVEMENTS <br /> <br />A. VANDERBIE ROAD <br /> <br />Based on the condition of Vanderbie Road it is proposed to complete a full depth <br />reclamation and pave a new bituminous surface. The grading of recycled
