The development is located to the east of Rice Street at the current <br />property addresses of 2736 and 2744 Rice Street. The submittal documents were <br />prepared by M & P Associates and dated December 21, 2016. The project proposes to <br />remove the existing residential house and create fourteen townhomes. Based upon our <br />review, we have the following comments: <br /> <br />Preliminary/Final Plat <br />1. The City should require a minimum of a 6 foot drainage and utility easement <br />be provided along the north lot line of the development. <br />2. The scale under the north arrow appears to be labeled inaccurately. <br />3. The applicant should contact Ramsey County to discuss if any additional <br />right-of-way will need to be dedicated for Rice Street. <br /> <br />Removal Plan <br />1. The applicant should make sure to complete the proper inspections and <br />demolition of the structures along with abandonment of the existing wells on <br />site. <br />2. Notes should be added to require the removal of the sanitary and water <br />services to the mainline facilities for both properties. City to be notified for <br />inspection of the service abandonments prior to backfilling. <br />Site Plan <br />1. Curb should be installed around the parking area near the east end of the <br />private street. <br />2. Dimensions of 4.2’, 3.7’, and 3.2’ are called out along the south property line <br />of the parcel. What are these dimensions in reference to? <br />Grading Plan <br />1. Retaining walls proposed on the project reach heights of over 8-feet. Any <br />wall over 4-feet in height must be designed by an Engineer and a copy of <br />signed engineering plans submitted to the City.
