MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 2017 <br />size and have smaller lots that are 55 feet wide with five and ten foot side <br />setbacks. Montour clarified that more lots are needed now because there <br />are increased costs for the site. Mr. Lincoln stated that was correct. Keis <br />stated the amount and height of the retaining walls are a concern of his, <br />and asked if there is any way to not have them. Mr. Nash stated the <br />retaining walls are necessary because of the grade of the property. Mr. <br />Lincoln stated it makes the most sense to have a homeowners association <br />that will take care of the maintenance of the wall. He explained that a <br />villa home is typically a smaller home, but they are still planning for <br />around 3,000 square feet, with an empty nester in mind who may want an <br />association to do yard maintenance. Montour noted that lot size and <br />setbacks are very important to this Council. McGraw asked about the <br />grading plan and if the elevations were really that different from one side <br />of the lot to the other. Mr. Nash stated they were and the lots would <br />accommodate a look -out style house. McGraw clarified that there are no <br />retaining walls proposed between the lots, only along the back of the lots. <br />Fischer clarified that the street would be a public street. McGraw asked <br />about snow storage ability since snow will likely only be pushed down the <br />steep hill toward the end of the cul-de-sac. The City Administrator stated <br />there is still the regular amount of right-of-way along the street so there is <br />space for snow storage, and there are no driveways at the end of the cul- <br />de-sac, and likely a pond there. Mr. Lincoln stated the price point for the <br />villa homes would be around $450,000. <br />The City Planner stated that the 2008 Comprehensive Plan was written in <br />such a way as to preserve the few remaining undeveloped parcels for <br />larger lot residential developments. He explained that there may need to <br />be a Comprehensive Plan amendment, or at least address higher density <br />development in the upcoming Comprehensive Plan Update. <br />Sharon Sculley, wife of one of the property owners of 3000 Labore Road, <br />requested the Council have more discussion about the new plan before <br />bringing it forward for a decision since this plan has not been fully <br />reviewed. She noted that the site has a lot of challenges and they want to <br />be respectful of the surroundings and protect the wetlands, but the owners <br />should have the right to develop their property with the highest use. <br />Fischer agreed that he does not know what villa houses would look like, <br />but the lots are proposed to be 15 feet narrower than the City Code allows. <br />Tim Stenerson, 2983 Walter Street, asked if there would be an <br />environmental study required due to the amount of soils being impacted, <br />and will the ghost lots on the east side be removed from future plans. <br />The City Planner stated that the City Engineer will determine what studies <br />will be required. He explained that with the concept plan, the ghost plat is <br />required by City Code in order to understand where other parts of the site <br />
