<br />M. Receptacle. Unless specified otherwise, whether referred to as “cart”, “garbage can”, “plastic bag”,
<br />“suitable container”, “cans”, or “containers”, means a container that shall be of such size and form as
<br />to permit collection by one customer. Solid Waste containers or carts with hinged lids are provided
<br />by the Contractor and range in size from 30 to 96 gallons.
<br />
<br />N. Recyclables. Recyclables are reusable materials approved and agreed to by the parties hereto.
<br />Recyclables shall include such items as newsprint, catalogs, magazines, phone books, junk mail, cereal
<br />boxes, corrugated cardboard, and miscellaneous paper as long as it is not contaminated with food or
<br />waste, metal and aluminum cans, plastics with a neck, and glass containers. Recyclables specifically
<br />exclude garbage, refuse and yard waste.
<br />
<br />O. Refuse. Refuse is solid waste including garbage and rubbish, and specifically excluding yard waste,
<br />recyclables, and toxic and hazardous wastes. Refuse further excludes industrial, commercial,
<br />agricultural, and construction garbage or rubbish and wastes.
<br />
<br />P. Residential Dwelling Unit. A residential dwelling unit is a separate dwelling place with a kitchen. A
<br />residential dwelling unit shall not include: mobile homes, tri-plexes, four- plexes, town homes,
<br />condominiums, or apartment buildings.
<br />
<br />Q. Rubbish. Rubbish is solid waste, including ashes, consisting of both combustible and noncombustible
<br />wastes, such as wood, bedding, crockery, and other non-reusable waste. Rubbish also includes non-
<br />recyclable types of glass, paper, cardboard, metal cans and plastics.
<br />
<br />R. Special Waste. Special Waste is any nonhazardous solid waste at City locations which, because of its
<br />physical characteristics, chemical make-up, or biological nature requires either special handling,
<br />disposal procedures including liquids for solidification at the landfill, documentation, and/or
<br />regulatory authorization, or poses an unusual threat to human health, equipment, property, or the
<br />environment. Special Waste must conform in all respects with a Contractor-approved Special Waste
<br />Profile. Special Waste includes, but is not limited to:
<br /> (i) Waste generated by an industrial process or a pollution control process;
<br />
<br />(ii) Waste which may contain residue and debris from the cleanup of spilled petroleum,
<br />chemical or commercial products or wastes, or contaminated residuals;
<br />
<br />(iii)Waste which is nonhazardous as a result of proper treatment pursuant to Subtitle C of th e
<br />Resou rce Con servation and Reco very Act o f 1976 (“RCRA”);
<br />
<br />(iv) Waste from the cleanup of a facility which generates, stores, treats, recycles or disposes
<br />of chemical substances, commercial products or wastes;
<br />
<br />(v) Waste which may contain free liquids and requires liquid waste solidification;
<br />
<br />(vi) Containers that once contained hazardous substances, chemicals, or insecticides so lon g as
<br />su ch con tain ers are “emp t y” as d ef in ed b y RCRA;
<br />
<br />(vii) Asbestos containing or asbestos bearing material that has been properly secured under
<br />existing Applicable Law;
<br />
<br />(viii) Waste containing regulated polychlorinated biphenyls (PCBs) as defined in the Toxic
<br />Substances Control Act (TSCA);
