<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Joel Hanson, City Administrator <br /> <br />DATE: March 17, 2017 <br /> <br />RE: Shearen Employment Contract – Parks & Recreation/Community Services Manager <br /> <br />Pursuant to direction of the City Council from the special meeting held on March 16, 2017, I have <br />prepared an employment agreement with Bryce Shearen for the Parks & Recreation /Community <br />Services Manager position. Bryce was selected for this position from an excellent group of six <br />finalists. Staff is very excited for Bryce’s promotion to this position as part of our management team. <br /> <br />Attached is the employment agreement I am proposing in association with making this an “exempt” <br />position pursuant to the Fair Labor Standards Act. It contains our standard language used in other <br />employment agreements with the following highlights: <br /> <br />• Mr. Shearen’s start date will be Monday, April 10th. (Note: He will assist with some of his <br />new duties before that date as part of his current job.) <br />• His starting wage will be $73,000 per year for the balance of 2017. Subject to satisfactory <br />performance, it will increase to Step II of the approved Wage Scale for this position (currently <br />at $74,725 plus the 2018 cost of living adjustment approved by the Council as part of the <br />budgeting process). <br />• He will accrue PTO on our current schedule based on his total years of full-time employment <br />with the City. He will, as an exempt employee, be eligible for an additional 40 hours of PTO <br />accrual on January 1, 2018, subject to satisfactory performance. <br />• He is being granted one month’s severance pay should he be terminated prior to October 10, <br />2017. <br /> <br />Mr. Shearen has approved the agreement as presented and staff would recommend approval by the <br />City Council. <br /> <br />cc: Bryce Shearen <br />
