MINUTES <br />CITY COUNCIL <br />MARCH 22, 2017 <br />their neighbor's house. He asked if there is much of a total difference in <br />selling 11 homes for $600,000 versus 17 homes for $475,000. Mr. Baker <br />stated that it is easy to spend $1 million correcting soils. <br />Sharon Sculley, wife of Dan Sculley, one of the four property owners, <br />pointed out that many of the lots in Pine Tree Ponds and the other new <br />developments look out their window and see a street and the houses across <br />the street. <br />Keis stated it is not up to the City to make sure that the seller and <br />developer make enough money to be happy. He stated that the 17 lot <br />proposal is exceeding almost every zoning code requirement, and the <br />precedence is set as soon as the City allows the smaller lots. Fischer <br />stated he is concerned that there are several properties in this <br />neighborhood that can be subdivided, and they may want a smaller lot <br />since it was allowed down the street. <br />McGraw stated that the product they are proposing is very nice, but his <br />feeling is that the lot sizes are too small and he does not support the plan <br />with the 55 foot wide lots. <br />Dan Sculley, one of the property owners of 3000 Labore Road, asked what <br />other properties by his are being referred to that can be developed, since <br />he has the last large piece of undeveloped property. Montour stated that <br />any development in the City could want smaller lots. <br />James Progreba, 987 Beam Avenue, stated that there has been no mention <br />of what would happen to all of the water from the new development that <br />will run east. He explained that over the years a berm has been built and <br />people have blocked ditches in this area, and he has lost some of his land <br />because of the water encroaching into his property. Mr. Nash stated that <br />their site will take care of its own water runoff. <br />Keis stated that he is not ready to make a decision tonight. Fischer stated <br />that both Mr. Sculley and Mr. Progreba have said that the water in the area <br />is increasing, and what does that mean. McGraw stated that the small lot <br />sizes are his main concern, and he noted that the City sets standards and <br />unless there are really good reasons, those standards should not be broken. <br />He noted that he is now concerned about the amount of water since it has <br />been brought up several times by neighbors, and it needs to be looked at. <br />He stated that he is not in favor of the 17 lot plan because the lot sizes are <br />too small. <br />Mr. Sculley stated that they have been dealing with the water problem for <br />35 years and the damage has already been done.
