MINUTES <br />CITY COUNCIL <br />MARCH 22, 2017 <br />water continues to increase, there will be no land left on the east side. He <br />stated that they need help with the water and how to move forward with <br />development of their property. <br />Torlcelson stated that there are two separate issues here, one is the water <br />problem and the other is the development. He asked if a meeting with the <br />watershed district, City Staff and Maplewood could be set up. The City <br />Administrator stated the water is an issue that has a long history and no <br />one has been happy with the answers over the years. Torlcelson stated that <br />there are some new Councilmerabers in Maplewood who may be more <br />willing to listen. He stated that he is in favor of higher density and that is <br />the only way that the City can grow since it is almost fully developed. <br />John Sculley, 3000 Labore Road, stated that the City has made countless <br />variances over the years and he does not know why it is an issue now. He <br />explained that he can no longer afford to pay his property taxes since he <br />does not have the agriculture status any more. <br />The City Administrator stated that the City has looked at the water issue <br />and agrees that it is not right, but the rules for water that are in affect now <br />make doing anything about it very difficult. He explained that the City <br />can look at this again, but it is unlikely that something would change. <br />Fischer stated that 17 lots seem to be the threshold that makes the Council <br />uncomfortable, but they are not saying no to some development. He. noted <br />that if the developer is willing to modify the plan, they will consider it. <br />The City Administrator explained that it is difficult to review concept <br />plans because there are no details and formal engineering to react to. The <br />City Planner stated that the developer has the right to submit a formal plat <br />for consideration at any time. He noted that if the developer was going to <br />ask for some accommodations on the lots, the Council can look at what <br />amenities could be provided in exchange. Mr. Lincoln stated that there is <br />not really anything to give in this incidence, like green space or trails. He <br />proposed reducing the number of lots and maybe the City could reduce <br />some permit fees in order to help offset the development costs. <br />McGraw stated that he wants Mr. Lincoln to know that the Council is <br />workable, and he should talk with Staff on ideas. Mr. Lincoln stated he is <br />not ready to submit a preliminary plat at this time due to the cost, but <br />would like to meet with staff. <br />The City Council meeting was recessed at 9:06 p.m. <br />The City Council meeting reconvened at 9:13 p.m. <br />11 <br />
