MINUTES <br />CITY COUNCIL <br />MARCH 22, 2017 <br />completed several projects for the City over the years and Staff has been <br />satisfied with them, so he recommends awarding the bid to the low bidder, <br />T.A. Schifsky & Sons. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2017-3-47 — AWARDING THE LOW BID OF T.A. <br />SCHIFSKY & SONS IN THE AMO UNT OF $959, 998.28 FOR THE <br />2017 STREET AND UTILITY PROJECTS, AS RECOMMENDED BY <br />THE CITY ENGINEER <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />APPROVAL OF <br />The City Administrator reported that 41 applications were received for the <br />PARKS & REC/ <br />Parks & Rec/Community Services Manager position. He explained that <br />COMMUNITY <br />Staff conducted fourteen telephone interviews, and then six in person <br />SERVICES <br />interviews were done with the Parks & Recreation Commission and three <br />MANAGER <br />of the Council. He stated that second interviews were done with two <br />CONTRACT <br />applicants, and after deliberations, Bryce Shearen, a current city public <br />works employee was chosen to fill this position. He noted that Bryce will <br />officially move into this job full-time on April 10th <br />Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2017-3-48 —APPROVAL OF THE <br />EMPLOYMENT CONTRACT FOR BRYCE SHEAREN AS <br />PRESENTED BY THE CITY ADMINISTRATOR. <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />ON-CALL PAY The City Administrator stated that Bryce Shearen has been the primary <br />FOR BRYCE carrier of the emergency pager for several years, and he has agreed to <br />SHEAREN continue to help with this until his replacement is comfortable with being <br />on-call. He explained that rather than figuring an hourly wage, Staff has <br />determined that a flat fee for carrying the pages will be easier. He stated <br />that Staff recommends Mr. Shearen be compensated $200 per seven-day <br />week that he carries the pager, along with the stated hourly rates if he gets <br />called out.
