OF PAY REQUEST FOR I,/TTI,E CANADA ROAD <br />ANDSC'APING AND IRRIGATION FOR MWNESOTA VAI_I,EY <br />CONTRAC'"I7NG <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (5) LaValle, Fahey, Montour, Scalze, Anderson. <br />Nays (0). Resolution declared adopted. <br />COMMUNITY Debbie Ragatz, Chamber of Commerce, appeared before the Council asking <br />BANNER the City to participate in a community banner program. "fhe program involves <br />PROGRAM local business sponsorship of community banners. In return for sponsoring a <br />banner, a business would be allocated the bottom 25% of the banner for a <br />period of one year to display the business name and the date the business was <br />established, No business logo would be allowed, and no call to action would <br />be permitted. The City would be responsible for putting the banners up- <br />Fahey indicated that he had two concerns with the program. The first would be <br />that the banners would be in actuality a temporary sign for a business. Fahey <br />noted that currently banners display Little Canada's sister city relationship <br />with the City of Thunder E3ay. He felt that adding signage to the banners <br />would demean the sister city relationship. Fahey asked if any other cities were <br />participating in the program. <br />Ragatz reported that the City of Maplewood will be putting up banners around <br />their community center as part of this program. Ragatz stated that the banners <br />are not seen as signage since no call to action will be allowed on the banner, <br />only the business name will be displayed. Ragatz pointed out that the banners <br />would be available to Little Canada businesses only. The program will not <br />allow a banner sponsored by one business to be placed adjacent to a competing <br />business. <br />Scalze felt the banners were temporary signage. She pointed out the work and <br />expense in upgrading Little Canada Road, and felt this temporary signage <br />would detract from the area. Scalze felt that allowing the banners would <br />require an ordinance amendment relative to temporary signs. The City <br />Attorney agreed. <br />i <br />
