M I N U'T ES <br />CI"I'Y COl1NC1L <br />FLaRUARY 18, 2002 <br />Fahey asked about the streets serving the townhomes and whether Metro Plains <br />preferred those streets to be public versus private. Hanson indicated that this would <br />not matter to them. The street would be constructed to meet City standards, and the <br />PUD zoning provides the necessary flexibility with regard to setbacks. Hanson <br />suggested that that decision be deferred until later in the process. <br />Fahey asked the next steps. <br />Hanson suggested that the next step would be to develop a time line for the project as <br />well as the responsible parties for each task. <br />Fahey asked about demolition of the Venetian building. Hanson indicated that the <br />sooner the better for demolition given that there will need to be some environmental <br />analysis of the site done. He also indicated that clearing the site help to change the <br />dynamics and puts forth a feeling that something is happening. <br />The City Administrator thought that a limited Phase I environmental had been done. <br />Hanson suggested that they will need to do an complete Phase i. <br />Discussion again occurred about putting together a development time line and giving <br />Metro Plains preferred developer status. It was the consensus of the Council to act on <br />the preferred developer agreement at the February 27°' Council meeting. Hanson <br />estimated that by the March 27°i meeting they would have the time line and action <br />steps completed. The City Administrator noted that there will be some time lines and <br />points of agreement included in the preferred developer agreement. <br />Scalze asked about the coordination of construction with development on the <br />northeast corner o1'Rice and Little Canada Road. <br />Hanson indicated that they would be willing to coordinate construction elements and <br />would encourage the developer of that corner to proceed as soon as possible. Hanson <br />also indicated that if the developer is not able to carry through on this corner, Metro <br />Plains would be interested in developing the corner as well. <br />Council and Meuo Plains discussed the grant programs that are available to assist <br />with the project, and it was noted that these programs are very competitive and there <br />are no guarantees that the project will be awarded a grant. <br />Vellet asked if the Council preferred that the townhomes be limited to seniors. Fahey <br />stated that that was the City's preference. <br />Fahey thanked Meuo Plains for their presentation, and it was again noted that <br />consideration of preferred developer status would occur on February 2T~' with <br />timelines and action plans to be presented to the Council on March 27°i. <br />
