MINUTES <br />CITY COUNCIL <br />JUNE 28, 2017 <br />are dealing with. Ramsey County Sheriff's Department Commander Rich <br />Clark stated that the suspect was captured immediately and has now been <br />charged. He explained that there were officers right there when the <br />shooting occurred. He noted that even having officers right there does not <br />prevent incidents from happening. He stated that the suspect was in an <br />altercation earlier that night at the Hoggsbreath, the suspect left the <br />premise and went offsite to his car and retrieved a gun, and began shooting <br />towards the Hoggsbreath property. <br />Tom Duray, owner of the Hoggsbreath, stated that his family has owned <br />the restaurant for 40 years, and he has lived and been involved in the <br />community for 40 years, so he cares deeply and feels awful about what <br />happened. He reviewed his business operations, stating that music is <br />played with dancing beginning at 11:00pm, noting that they are the only <br />place to dancing in the area so they do attract people from a large area. <br />They have system in place where they swipe everyone's ID's after Spm so <br />they know who was there. He explained that there are 17 security guards <br />and three managers on duty every Friday and Saturday night, and they <br />limit the number of people within the building to well below fire rating <br />capacity. Given that they do not fill the building to capacity, there are <br />often lines outside of people waiting to come in. The security staff <br />monitors the parking lots throughout the night, and tries to encourage <br />people to leave the parking lot at closing time as much as they can. <br />Mr. Duray explained that the suspect came in to the Hoggsbreath with four <br />friends at 1:08am and left at 1:55am. The group left on their own with no <br />issues, but when the suspect was walking through the parking lot to his car <br />across Demont Avenue, he got in to an altercation with other people who <br />were outside. Security staff broke it up and he then went to his car, drove <br />closer to the Hoggsbreath, got out in the street, and the security saw he had <br />a gun, told him not to do it, but he randomly started shooting towards the <br />Hoggsbreath. There were several witnesses so there is a good case against <br />this person. <br />Fischer asked if Mr. Duray has formal training procedures for the security <br />staff. Mr. Duray stated he has an outside company come once a year to do <br />training for the security staff and alcohol compliance trainings. Fischer <br />stated that he realized that the calls for service at the Hoggsbreath cannot <br />be compared to other bars because there are none that are anything like the <br />Hoggsbreath in the area. <br />The City Administrator reported that the Hoggsbreath has a wand where <br />they check for metal objects and look inside purses when people are <br />entering, so weapons inside the building have not been an issue. <br />0 <br />
