MINUTES <br />CITY COUNCIL <br />JUNE 28, 2017 <br />Eric Frison, 2924 Edgerton Street, stated that he worked as security at the <br />Hoggsbreath in 2014 and 2015, and he never saw any staff use the metal <br />detector wand and the computer system for swiping ID's has glitches. He <br />stated that many things happen there that no one does anything about. He <br />noted that the place changes at 11:00pm, and it is the last stop on Rice <br />Street for a nightclub that is not now shut down that plays that kind of <br />music. He hopes that the City does something. <br />Fischer stated that good points have been brought up, but he also wants to <br />point out that the sole responsibility for this incident is the shooter's. <br />Rocky Waite, 2651 Lakeshore Avenue, stated that drunken problem <br />people race through his neighborhood in the middle of the night and he <br />knows they are coming from the Hoggsbreath. <br />Wendy Fairbanks, lives in Gran Pre apartments, asked if the Hoggsbreath <br />staff calls law enforcement when they think an incident may happen, and <br />asked if training more than once a year would help. <br />Keis stated that this was not a public hearing or a decision making <br />discussion. He noted that it has only been five days since the incident <br />occurred and the Council is gathering information at this point before <br />making any decisions. McGraw stated he would like to have at least one <br />workshop where the Council can review the city code and discuss with the <br />City Attorney and Sheriff's Department on how to better things. <br />CONSENT Montour introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOLUTION NO. 2017-6-106 — APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS, <br />*APPROVEA GRADING PERMIT FOR 175 COUNTYROAD B2; <br />*APPROVEREVISED COOPERATIVEAGREEMENT WITH <br />RAMSEY COUNTY FOR THE KELLER PARKWA Y RESURFACING <br />PROJECT <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />
