6SHORT ELLIOTT HENDRICKSON INC. <br />TASK 3 – REVISED NEEDS ASSESSMENT: <br />VISION DEVELOPMENT, GUIDELINES AND <br />IMPLEMENTATION STRATEGY <br />3.1 – Levels of Service and Classification <br />Using the inventory data, updated growth projections (from Comprehensive <br />Planning work) and citizen input (Tasks 1 and 2), perform a technical analysis <br />of current and projected levels of service for the park system based on <br />demographic changes (as indicated in the Comprehensive Plan and GIS <br />data update), transportation, safety and current and future recreational and <br />facility needs. <br />Review, confirm, modify or add to existing park classifications using National <br />Recreation and Park Association standards for park sites, trails and open <br />spaces (including enterprise facilities). These classifications will consider <br />size, population served, length of stay and amenity types/services. Facility <br />standards include level of service standards and the population served per <br />recreational facilities and amenities. <br />3.2 – Emerging Trends <br />Research and identify current and emerging trends (in peer communities) <br />such as integration of public art, enhancement of ecological services, life- <br />long learning, etc., and discuss potential applications to Little Canada’s park <br />system. This will also provide input regarding the desired “Wow” factor for <br />Pioneer Park. <br />TASK 3 DELIVERABLES <br />• Level of service and park classification tables <br />• Emerging trends white paper <br />• Summary of revised needs assessment and <br />recommended improvements <br />• Draft outline of master plan report
