MINUTES <br />CITY COUNCIL <br />JULY 12, 2017 <br />The City Administrator stated that the soil has been tested, but the <br />Engineer is sending samples to the University of Minnesota because there <br />is clearly a problem since it has already been seeded twice. <br />Patty Vanhoven, 2480 Morrison, stated her lawn was also never properly <br />restored after the gas lines were replaced, and her mailbox was falling <br />over because the yard was dug up, and she wants that fixed. She stated <br />they were told that the yard was going to regraded four feet back from the <br />street and it was not. She explained that her driveway is much steeper <br />now in the area that was replaced and she has to push her garbage can up <br />the driveway with her car. She stated that she watered twice a day for <br />three weeks and nothing grows. <br />The City Administrator stated that he will follow up with the City <br />Engineer. <br />BOY SCOUT, Keis noted that there was a Boy Scout in the audience tonight. Tommy <br />TOMMY Fawcett, 2951 Edgerton Street, stated that he is working on his Citizenship <br />FAWCETT in the Community badge which is why he is attending the meeting tonight. <br />REVIEW THE The City Administrator stated that the consultant provided this list that the <br />PARKS Parks Commission reviewed and Mr. Kost, the consultant from SEH, felt <br />MASTER PLAN that the questions should be open ended. He stated he feels that a list of <br />SURVEY ideas should be included as answer choices in order to help people. <br />QUESTIONS Montour stated that he agrees with the City Administrator, and that he <br />would need some ideas proposed to help him trigger thoughts. The Parks <br />& Rec/Community Services Manager stated that he would like to see a list <br />of some ideas along with a space left for additional comments. The City <br />Administrator stated that Staff will review the changes with Mr. Kost and <br />send out the revised list to the Council, but it has to be ready to go in the <br />next week. <br />Rita Mills, Payne Avenue, stated that last year there was discussion about <br />trail connectivity, and she feels there is a need to fix the missing <br />connections in Little Canada and to the trail system outside of the city. <br />McGraw asked if there needs to be separate systems for walkers and <br />bicyclists. Ms. Mills stated that she does not see a need for completely <br />separate walking and bicycling trails like what is around Lake Phalen, but <br />possibly in the future. She stated that she has walked the trails in Little <br />Canada for over 20 years and has seen a big increase of people using <br />them. <br />G <br />
