MINUTF,S <br />CITY COUNCIL <br />MARCH 27, 2002 <br />new roof on the existing building. After discussing this at length, Common <br />Bond feels that constructing a new addition with a pitched roof adjacent to the <br />flat roof on the existing building would look strange. Therefore, a flat roof is <br />proposed for the addition. Mayo noted that there would be a pitched roof <br />element at the point where the two buildings join one another. This would <br />break up the linear look of the roofline. <br />Anderson asked the cost of a pitched roof. Mayo estimated that adding a <br />pitched roof to the existing building would cost approximately $200,000. <br />Scalze pointed out that The Mayfield which is adjacent to Garden Terrace has <br />a pitched roof. She noted that the City's proposed senior housing will have a <br />pitched room. Scalze felt that a pitched roof would provide the aesthetic <br />appearance that the City is looking for in this area. <br />Mayo felt it would look strange if the addition to Garden Terrace had a pitched <br />roof and the existing building a flat roof. Therefore, they felt the flat roof with <br />the roof element adjoining the buildings would be the solution. Mayo noted <br />that the adjacent Market Place Shopping Center has a flat roof. <br />Scalze stated that she would support a pitched roof on the new addition, and <br />hoped that when the existing building needs a new roof in the future, it would <br />be replaced with a pitched roof. <br />Mayo indicated that the Garden Terrace roof was just recently replaced. Mayo <br />stated that he would agree with Scalze's position if he thought there would be <br />money in the near future to put a pitched roof on Garden Terrace. However, <br />he did not see a source for those funds. <br />The City Administrator asked if Common Bond would consider the pitched <br />roof on Garden Terrace if low interest fwrds were available. Mayo indicated <br />that a no interest loan or a grant may be workable, however, he would have to <br />contact HUD for approval. The Administrator suggested that there maybe <br />County funds available for a project of this type. <br />Fahey stated that he favored the senior development proposed by Common <br />Bond, his only issue is with the flat roof given it does not comply with the <br />City's architectural standards. Fahey stated that there is no comparison in the <br />attractiveness of The Mayfield and Garden Terrace noting the roof differences. <br />Fahey asked if the use of TIF would be an option. <br />The City Administrator replied that this would not be a TIF eligible expense <br />and pointed out that the addition would not generate a large increment. <br />However, the Administrator suggested that he contact the County to determine <br />if they have any available programs that would fund the roof improvement. <br />13 <br />
