MINUTES <br />CITY COUNCIL <br />AUGUST 9, 2017 <br />CONSENT <br />AGENDA <br />CROSSWALK <br />& 4 -WAY STOP <br />SIGN <br />ENHANCEMENTS <br />Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2017-8-129 —APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS, <br />*APPROVE ANAMUSEMENT LICENSE FOR TNT BILIARDS <br />PRODUCTS & POOL HALL; <br />*APPROVE PARTIAL PAYMENT #12 TO HARDRIVES, INC. FOR <br />THE 201 S STREET IMPROVEMENT PROJECTS; <br />*APPROVE PARTIAL PAYMENT #3 TO T.A. SCHIFSKY & SONS <br />FOR THE 2017 STREET IMPROVEMENT PROJECTS. <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The Public Works Director stated that there are two crosswalks at St. <br />John's Church on Little Canada Road and McMenemy Street, and during <br />services or events there are a lot of pedestrians trying to cross, along with <br />cars trying to get through. He noted that there is a similar situation at <br />Desoto Street and Eli Road by Little Canada Elementary School which <br />gets hectic before and after school. He stated that staff has done research <br />on ways to make the crosswalks and stop signs more visible for drivers. <br />There are signs that have LED lights on them'that continuously flash to <br />make the crosswalks more visible, or there are systems that can be <br />activated with a timer or push button. The Public Works Director stated <br />that the church has definitive times when the crosswalks need to be <br />activated, which could be set by a timer, and other times pedestrians could <br />push the button to activate the lights. He explained that Staff feels if the <br />crosswalk is always blinking, drivers may become desensitized to the <br />lights and stop paying attention. The Public Works Director stated that <br />staff is proposing a flashing crosswalk sign for the three crosswalks <br />discussed at a cost of $5,591.90 per setup, for a total of $16,775.70. <br />The Public Works Director explained that the other problem intersection is <br />Minnesota Avenue and Viking Drive, where people are frequently running <br />the stop sign, even though the City has tried various ways to draw <br />attention to the signs. He stated that a constantly flashing stop sign would <br />make sense for this four-way intersection since there is not any other way <br />to effectively draw attention to the signs. Local drivers may become <br />desensitized to the lights, but hopefiilly they will have learned to stop by <br />then. He stated that new drivers would notice the blinking sign and <br />hopefiilly stop correctly. He explained that an LED kit is available to add <br />2 <br />
