MINUTES <br />CITY COUNCIL <br />AUGUST 9, 2017 <br />HOGGSBREATH The City Administrator stated that Council Members McGraw and <br />LIQUOR LICENSE Montour recently met with Tom Duray, owner of the Hoggsbreath to <br />CONDITIONS develop operating conditions to help ensure the safety of the public. A <br />number of these conditions are practices already in use by the <br />Hoggsbreath. He explained that he has put together the draft list of <br />conditions based on that our recent meeting with Mr. Duray, but some <br />should be clarified. He stated that the number of security personnel was <br />not defined. He noted that the industry standard is one security person per <br />50 people. However Hoggsbreath has up to 17 security people. He stated <br />that screening criteria should be clarified to indicate this would only occur <br />on weekends and any other nights with entertainment. He noted that <br />Commander Rich Clark of the Ramsey County Sheriff's Department <br />suggested adding "no sports apparel" to the existing dress code, having a <br />minimum of two security personnel aggressively patrolling the parking lot <br />at all times after 10:OOpm, and turning off the music, turning on the lights <br />and announcing at 1:30am that they will be closing soon. <br />Tom Duray and Jocelyn Duray, owners of Hoggsbreath, stated that they <br />have owned this business for 40 years, and their goal now for the business <br />is to move away from the late night activities and focus more on earlier <br />activities and sports team sponsorships and the restaurant. He stated that <br />they need to make sure that the business stays viable while making <br />changes and trying to follow the conditions that are being proposed. <br />Mr. Duray wanted clarification that once these conditions are put in place, <br />do they stay in effect forever. The City Attorney stated that these are <br />conditions on the Hoggsbreath liquor license, but at the license renewal <br />period, Mr. Duray could revisit the conditions with the Council if there <br />have been no problems. Mr. Duray asked for clarification on wanding and <br />bag inspections, since he assumed it would only be done on Friday and <br />Saturday nights, along with the identification screening. He stated that <br />having to do this process every night would be intrusive to the people and <br />families who are coming in for dinner during the week. He also asked if <br />doing pat downs could be removed since that would typically just be done <br />if the metal detector picks up something versus doing that on all of the <br />customers. Fischer stated he has no issue with removing the pat downs on <br />everyone detail. The Council agreed. The City Administrator stated that <br />the conditions were meant to just be on weekends or during entertainment, <br />which is defined in the entertainment license. <br />Mr. Dmay stated that he would like clarification since there is a DJ <br />playing every night for background music until around 10:00 p.m., and <br />then the type of music varies each night, but around 10:00 p.m. the music <br />is played for customers who want to dance.
