MINUTES <br />PLANNING COMMISSION <br />AUGUST 10, 2017 <br />The Associate Planner stated that Staff recommends that a conditional use <br />permit be approved to allow for a commercial recreational pool hall use <br />serving alcohol, subject to three conditions: <br />1. Upon approval and compliance with the City's liquor licensing <br />requirements and subject to any conditions deemed necessary as part of <br />this licensing. <br />2. That the billiard hall is limited to a maximum of 12 pool tables. <br />Expansion of the business to increase beyond 12 pool tables would <br />require an amendment to the PUD permit to allow city staff, Planning <br />Commission and City Council the ability to review the compatibility of <br />use the area and within the multi -tenant building. <br />3. A six month and one year review of the conditional use permit to verify <br />if there have been any issues with noise or other concerns related to the <br />billiard hall use in conjunction with serving alcohol. <br />Schwalbach asked what happens at the six month and one year reviews. <br />The Associate Planner stated that would simply be a review to see if there <br />have been any problems related to the alcohol sales. <br />Tom Kjos, one of the TNT Billiard Products owners, stated that they <br />mainly cater to pool leagues and are not a typical pool hall where people <br />just come in to hang out. He explained that tonight the pool hall is full of <br />people playing, but at 11:00pm it will be empty. They have an older crowd <br />who are serious pool players. <br />Kwapick asked about their security process and would they have anyone <br />working at the door to monitor who is coming in. He also asked what their <br />average number of patrons is. Nate Badger, owner of TNT Billiard <br />Products & Pool Hall, stated that they would have a bouncer for the door <br />when they have bigger events or tournaments, otherwise they do not feel <br />they have a need for one. They will monitor if under 21 customers are <br />there. He explained that on league nights, which are Monday through <br />Thursday, there would be about 60 people if all of the tables are full, but it <br />typically is around 25-40 people. He noted that they could have 100 people <br />for a bigger special event. <br />Buesing asked if they would be serving alcohol the entire time that they are <br />open. Mr. Badger stated that they do not open until 11:00am and do not <br />want to be a bar since they want families to be comfortable. Buesing asked <br />if there are hour of sale limits for selling liquor in the city ordinance. The <br />City Clerk stated that the state law controls the times allowed for liquor <br />sales, but the pool hall hours are shorter than the allowed liquor sales hours. <br />-2- <br />
