MINUTES <br />CITY COUNCIL <br />SEPTEMBER 13, 2017 <br />The foregoing resolution was duly seconded by Montour. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION 2017-9-156 — APPROVING A RESOLUTION FOR A <br />HEARING ON PROPOSED ASSESSMENTS FOR LABORE A VENUE, <br />IMPROVEMENT NO. 2017-02 ON OCTOBER 17, 2017AT 6:40PM. <br />The foregoing resolution was duly seconded by Montour. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />Keis introduced the following resolution and moved its adoption: <br />RESOL UTION 2017-9-157 — APPROVING A RESOL UTION FOR A <br />HEARING ONA PROPOSED ASSESSMENT FOR ROSE PLACE <br />AND LAKESHORE AVENUE, IMPROVEMENT NO. 2017-03 ON <br />OCTOBER 17, 2017AT 7.00PM. <br />The foregoing resolution was duly seconded by Torkelson. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />PUBLIC WORKS The Public Works Director explained that there is an opening for a Public <br />APPRENTICE Works Maintenance I position, and over the years many of these positions <br />MAINTENANCE have been filled from the seasonal workers who showed they were good <br />POSITION employees. Staff feels that aptitude and attitude are the most important <br />factors in hiring and skills can be taught. He stated staff is proposing to <br />create a new full-time public works maintenance apprentice position in <br />order to eventually fill the current Maintenance I position. He explained <br />that it would be around a two year long position, and the person would <br />grow into the higher level j ob. He noted that this would start at a lower <br />pay rate than the Maintenance I position, but higher than the seasonal rate. <br />The Public Works Director stated that the proposal right now is to use the <br />apprentice position to fill the current opening, and possibly in the future <br />the apprentice could be an additional position. The position would be <br />advertised as usual, but often there are seasonal workers that may be <br />interested in continuing to work for the City and grow in to a position. <br />The City Administrator stated that historically it has been difficult to fill <br />the maintenance worker positions with experienced candidates, and the <br />5 <br />
