MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 2017 <br />at the same time to fixing another sink hole from a failing manhole and <br />install drainage improvements at Boss Road. He stated that bids were <br />received from two contractors and the bids appear to be competitive, but <br />staff feels that better pricing could be obtained next year if the work is <br />done early in the year or as part of the street project. However, the sink <br />hole on County Road B2 is a safety concern and must be fixed now to <br />prevent further failure of the road over the winter and spring months. He <br />stated that at this time, staff recommends awarding the bid for the County <br />Road B2 storm structure repairs to Valley Rich. <br />Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2017-9-173 AWARDING BID FOR COUNTY <br />ROAD B2 STORM SEWER REPAIRS TO VALLEY RICH FOR <br />$17,010.00 <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />BUCK The Associate Planner stated that in October 2016, Mr. Erdmanis had <br />BLACKTOP appealed staff's position that the outdoor storage that was occurring on his <br />UPDATE property at 32 South Owasso Boulevard was in violation of the <br />grandfathering rights. She explained that during the discussions, Mr. <br />Erdmanis had agreed to red -Lice the outdoor storage area to 135,000 square <br />feet and that he would discontinue the rental of outdoor storage. He <br />withdrew his appeal and submitted a letter to the City which outlined his <br />plan for reducing the outdoor storage. The Associate Planner stated that <br />she met with Mr. Erdrnanis on August 31, 2017 to conduct an inspection <br />for the outdoor storage license renewal. During this inspection, staff <br />verified that the tree contractor still has trucks, trailers and materials stored <br />on the property. She also noted that the number of items that Mr. <br />Erdmanis had agreed to remove from the property had not occurred. She <br />reported that Mr. Erdmanis has indicated to staff that since submitting the <br />letter to the City, he has been involved in a Legislative action that needed <br />his immediate attention and took precedence over any clean-up efforts that <br />he agreed to make for the last six to seven months. <br />Mr. Uldis Erdinanis stated that he had agreed to 135,000 square feet of <br />outdoor storage, and has removed at least 10 pieces and is working to <br />remove another 10 pieces. He stated that he feels he is not exceeding the <br />135,000 square feet now and is complying with the intent of his <br />requirements. He explained that he spent most of his time for several <br />months this year dealing with a lawsuit and legislation. <br />10 <br />
