MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 2017 <br />which has signage guidelines, although within a PUD District, there is <br />flexibility to deviate from the zoning code. She stated that the applicant <br />has indicated that although they are a residential property, they also have a <br />commercial component with the need to attract senior residents on a <br />regular basis. The applicant feels this rate of resident turnover brings a <br />uniqueness that warrants the increase in signage. The Associate Planner <br />explained that the applicant is requesting to be allowed two freestanding <br />signs; a monument sign along Rice Street, and a pylon style sign along <br />Country Drive. She stated that they have requested to have the sign area <br />on each sign be 60 square feet rather than the allowed 35 square feet. She <br />noted that no wall signage is being proposed. She explained that the 120 <br />square feet is less than what would be allowed in a commercial district, <br />and even though this property is residential, it is surrounded by <br />commercial properties, so staff s opinion is that the proposed signage is <br />not out of character for the area. <br />The Associate Planner reported that the architectural guidelines <br />discourages the use of backlit cabinet signs, and when they are proposed, <br />the recommendation has been to require the coloring to be a dark <br />background with light lettering. She stated that the applicant had proposed <br />a white background with dark lettering, so Staff has suggested it be <br />reversed. The Associate Planner explained that to be consistent with the <br />City's handling of vertical signs in the PUD districts, Staff recommends <br />that the applicant be required to install a sign base with a planting area or <br />some type of brick casing around the sign post in order to achieve a higher <br />quality look for the sign along Country Drive. She noted that the <br />monument sign proposed along Rice Street shows materials that are <br />complimentary of the building. The Associate Planner noted that the <br />Planning Commission suggested that the monument sign along Rice Street <br />be uplit rather than backlighted. <br />Montour clarified that the conditions had been agreed to by the applicant. <br />He suggested that the pylon sign should be dressed up to look more like <br />the monument sign. <br />Greg Johnson, Hearth Development, stated that they have been in <br />discussion with the watershed district about the hard pervious surface they <br />will be installing for the trail, and will finalize that once the Council has <br />approved the request. <br />There were no comments from the public. <br />Upon motion by McGraw, seconded by Keis, the public hearing was <br />closed. <br />
