MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 2017 <br />Torkelson introduced the following resolution and moved its adoption: <br />RESOL UTION 2017-9-164 — APPROVING THE PUD AMENDMENT <br />TO ALLOW SIGNAGE IN EXCESS OF THA TALLOWED BY CODE, <br />AND APPROVING A 20'x 20'A CCESSOR Y RECREA TIONAL <br />B UILDING (GAZEBO) AT 3300 RICE STREET; SUBJECT TO THE <br />CONDITIONS IN THE PLANNER'S REPORT AND PLANNING <br />COMMISSION RECOMMENDATIONS <br />The foregoing resolution was duly seconded by Keis. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />CONSENT McGraw introduced the following resolution and moved its adoption: <br />AGENDA RESOLUTION NO. 2017-9-165 —APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS, <br />*ADOPT ORDINANCE 818, AMENDING CHAPTER 1601.300 <br />REGARDING WATER RATES AND COLLECTION OF CHARGES <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />DISCUSS <br />The City Clerk explained that the Council discussed options to allow the <br />AMENDING <br />new pool hall, TNT Billiards, to be able to sell regular beer rather than 3.2 <br />CHAPTER 703, <br />beer. She stated that based on the Council's direction, staff has drafted <br />INTOXICATING <br />Ordinance 817 that adds a sixth intoxicating liquor license along with <br />LIQUOR <br />limitations for a pool hall liquor license. She explained that staff proposes <br />LICENSES <br />the intoxicating liquor license fee for a billiard hall be set at $1,000 since <br />they are only allowed to sell beer and malt liquors. <br />Montour stated that the ordinance addresses everything the Council <br />wanted. He clarified that this license fee would increase annually at the <br />same rate as the other liquor licenses. <br />10 <br />
