MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 2017 <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION 2017-9-166 ADOPTING ORDINANCE 817, <br />AMENDING CHAPTER 703, INTOXICATING LIQUOR ADDING A <br />6' INTOXICA TING LIQ UOR LICENSE, ESTABLISHING POOL <br />HALL LICENSE LIMITATIONS, AND SETTING THE LIQUOR <br />LICENSE FEE FOR POOL HALLS AT $1, 000 <br />The foregoing resolution was duly seconded by Montour. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />TIF DISTRICT 3-2 The City Administrator explained that the Council has agreed to decertify <br />CLOSE OUT TIF District 3-2, and by doing this, it will release the captured tax base <br />used to pay for various redevelopment projects and make it available for <br />ad valorem taxation. He noted that the City will continue to make debt <br />service payments for the outstanding bonds, and will satisfy the repayment <br />of the outstanding TIF Notes issued to George Sherman. Staff <br />recommends the Council adopt the resolution decertifying TIF District 3-2 <br />and authorize Ehlers, Inc. to assist in the close-out of the district. <br />Fischer introduced the following resolution and moved its adoption: <br />RESOLUTION 2017-9-167 ADOPT THE RESOLUTION TO <br />DECERTIFYAND CLOSE OUT TIF DISTRICT 3-2 <br />The foregoing resolution was duly seconded by McGraw. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2017-9-168 — RECESSING THE CITY COUNCIL <br />MEETING AND CONVENING AS THE ECONOMIC <br />DEVELOPMENT A UTHORITY <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0).
