MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 2017 <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION 2017-9-169 ADOPT THE RESOLUTION TO <br />DECERTIFYAND CLOSE OUT TIF DISTRICT 3-2 <br />The foregoing resolution was duly seconded by Keis. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2017-9-170 — ADJOURN THE ECONOMIC <br />DEVELOPMENT A UTHORITY MEETING AND RECONVENING <br />THE CITY COUNCIL MEETING <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution adopted. <br />DISCUSS 2018 The City Administrator stated there was some uncertainty about the <br />BUDGET AND SET budget at the last meeting so action was held off. He reported that the we <br />PRELIMINARY have received confirmation about Falcon Heights joining the Sheriffs <br />LEVY Department contract cities group which will save Little Canada about <br />$38,000 by spreading costs to another community. He also noted that by <br />decertifying the TIF District, a$150,000 levy increase will be equivalent to <br />a zero percent increase to the taxpayers if we had not decertified. This is <br />due to the expansion of the tax base. He stated that Staff is recommending <br />the Council certify a preliminary levy of $3,181,224 which represents an <br />increase of $150,000 or a 4.95% increase over 2017. He explained that we <br />will still need to make a combination of expense reductions totaling <br />approximately $29,000 in the General Fund over the preliminary budget <br />numbers. <br />Torkelson proposed increasing the levy to 6.95% and using the additional <br />money to buy down the City's dependence on Local Government Aid and <br />set aside some to pay for future park improvement plans. Keis stated that <br />this idea just came up and he has not had time to think it through. <br />Montour stated that he thinks the idea has merit. Fischer pointed out that <br />if the Roseville School District referendum passes, along with increasing <br />property values, tax payers will have an increase to their property taxes <br />from other sources. <br />
