MINUTES <br />CITY COUNCIL <br />OCTOBER 11, 2017 <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION 2017-10-185 APPROVE THE RESCHEDULING OF <br />THE NOVEMBER 22, 2017 CITY COUNCIL MEETING TO 7:30 P.M. <br />ON MONDAY, NOVEMBER 20, 2017 <br />The foregoing resolution was duly seconded by Keis. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />ORDINANCE 820, <br />The City Clerk explained that an intoxicating liquor license fee for pool <br />AMENDING THE <br />halls is being added and the fee for parade permits is simply being <br />FEE SCHEDULE <br />corrected so it is consistent with what the City Code already states. She <br />FOR LICENSE <br />stated that since most of the planning duties are now being done in house, <br />AND PLANNING <br />the costs are much lower than has been charged with the developer <br />FEES <br />deposits. She explained that staff is proposing to change how applicants <br />are charged. She reported that currently a deposit amount is charged, then <br />staff tracks actual costs, and the applicant is either billed if the actual costs <br />are higher than the deposit, or the applicant is refiunded if it is less. She <br />noted that most applicants are now receiving refunds. She stated that staff <br />is proposing a flat fee now be charged for planning requests, with the <br />disclosure that staff could also require an additional amount upfront or the <br />applicant would be charged if there are additional costs, such as from <br />consultants. She explained that this flat fee is lower than the developer's <br />deposit and will eliminate staff having to process refunds. She noted that <br />this is typically how cities with in-house planning staff charge for <br />planning requests. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION 2017-10-186 ADOPT ORDINANCE 820, AMENDING <br />THE LICENSE FEES AND PLANNING FEES <br />The foregoing resolution was duly seconded by McGraw. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />DEFEASING THE The City Administrator explained that Ehlers had proposed refunding the <br />SERIES 2009A GO 2009A HIA Bonds related the Canabury Square project since the interest <br />TAXABLE HIA rates are better right now. However, it would be more advantageous to the <br />BONDS City to pay off the bonds using an inter -fiend loan and call the debt prior to <br />the February 1 payment date. He stated that the City would borrow from <br />its own funds to pay off the bonds and receive a better rate of return than <br />0 <br />
