MINUTES <br />CITY COUNCIL WORKSHOP <br />OCTOBER 25, 2017 <br />what they have for job number projections, since they have a very large increase <br />in employment, which does not seem feasible due to the lack of developable <br />land. The City Planner stated that the Met Council also assigns an affordability <br />factor along with the housing numbers. He noted that if a housing project has <br />eight units per acre, it is officially considered affordable housing, no matter how <br />much the units actually cost. He explained that with the new 120 unit Cardigan <br />Ridge building open, the City now meets its 2030 affordable housing goal of 79 <br />units. <br />The City Planner reviewed a map with potential redevelopment properties <br />outlined and asked if there was any interest in changing the future guided land <br />uses for: <br />Twin Lakes area city owned property — no comments. <br />Ryan Industrial Park — Keis stated that due to the soil issues, there probably is <br />not much else that can be done. Fischer stated it would likely just be too <br />expensive to do anything else here. <br />North Star Mobile Home Park — City Planner noted that the mobile home parks <br />have been zoned commercial and industrial for many years. He explained that <br />there is a mobile home zoning district, but the existing parks would not meet the <br />code requirements so they would be non -conforming. He noted that they are <br />non-eonforming now since they are mobile home parks on commercial and <br />industrial zoned land. Torlcelson stated his support to rezone the mobile home <br />parks to the mobile home park district in order to give the residents more <br />protection from having the land sold. <br />3020 Rice Street — Montour stated it is more likely to become commercial or <br />retail. <br />Kath property — Keis stated this parcel is too small for much other than <br />commercial, and given it is next to railroad tracks, it is likely not attractive for <br />housing. <br />South Owasso Boulevard properties, north side — Torlcelson stated that it is hard <br />to put residential next to railroad tracks. There was consensus to remain <br />industrial. <br />Old A&W site — remain commercial and there is pending redevelopment. <br />Buck Blacktop site — There was consensus to remain industrial. <br />2900 -block of Rice Street properties, north of Market Place Center — currently a <br />mixture of various commercial and housing.
