Resolution declared adopted. <br />PALMEN Scalze expressed concern about the City's allowing construction of a road <br />L'ROP>;RTY on the Palmen property given that the Williams Pipeline is 45 years old and <br />only approximately 26 inches from the surface. LaValle asked if the City <br />could mandate Williams Pipeline to accept all responsibility should the <br />pipeline be adversely affected by construction and a break occur. The City <br />Attorney thought the City could not require Williams to accept all <br />responsibility. <br />Anderson suggested that the City could ask Williams for their input on <br />whether or not it would be safe to develop the adjacent property given the age <br />and condition of their pipeline. Scalze felt that someone has to accept the <br />liability should damage occur to the pipeline. <br />Fahey pointed out that Williams will have testing and corrosion standards for <br />their pipeline mandated by the Department of Transportation just as gas <br />utilities do. Fahey indicated that the pipeline in and of itself is not inherently <br />dangerous. Fahey pointed omit that there are gas lines all over the City that <br />have existed for the past 50 years. <br />Anderson pointed out that Williams has an easement for their pipeline and the <br />Department of Pipeline Safety allows construction right up to the edge of the <br />easement. <br />Fahey pointed out that the City will not allow the developer to drive heavy <br />equipment over the pipeline, and can mandate that there be no operation of <br />equipment within a certain amount of feet of the line. <br />W1:JI3 SIT.IJ Anderson noted the article in the League of Minnesota Cities' Magazine <br />relating to Little Canada's Web site. 7"he Council congratulated Kris Pechman <br />for her work on the Web site. <br />THUND>iR Anderson reported on his attendance at the City of Thunder Bay's celebration <br />[3AY -SISTER of the 25'x' anniversary of the twinning of "thunder [3ay and Little Canada as <br />CITY sister cities. He presented the City with the gifts presented by Thunder Bay <br />
