MINUTES
PARKS & RECREATION COMMISSION
November 2, 2017
reasoned the county hadn’t resurfaced Edgerton in 27 years and now was
the opportunity to build the tunnel especially if the County would pay for
half.

Ray suggested moving number 12 down and moving 14 and 15 up on the
list. Horwath suggested keeping number 12 in its spot because the lower
shelter will need maintenance soon anyways. The City Adminsitrator
stated the lower shelter is often rented to people from outside of Little
Canada, and the Commission had suggested earlier they were focused on
the needs of residents before other communities. Schletty suggested
focusing on parking improvements at Pioneer before improving the space
and further overburdening parking. The City Administrator mentioned the
lower shelter does have the lower parking lot, but understood there are a
lot of conflicting uses.

The City Administrator asked if the Commission had any additional
thoughts on Pioneer Park. Ray suggested leaving the project as is on the
list, but understanding the budget only included playground
enhancements. Horwath stated that wouldn’t be enough to make
enhancements to the playground. He asked the Community Services
Manager what the estimates were for Spooner Park. The Community
Services Manager stated maintain the size would cost $100,000, and
building anything larger would cost between $140,000 and $200,000. Ray
made a motion to increase the Pioneer Park playground improvement
estimate to $250,000. Horwath seconded the motion. Councilman
Fischer said the parks master plan recommendations can be reviewed once
complete, which would help formulate a decision as to what residents
wanted to see for a playground. He explained budgeting additional money
would show aspiration from the Commission regarding the future of the
park. The motion was unanimously approved.

The City Administrator summarized the changes to the prioritization. He
stated the budgeted number for number three, Pioneer Park playground
improvements would be increased to $250,000. The City Administrator
stated number 6 would be removed from the list, until the Commission
had more information on the status of the truck farm. He stated the
Commission agreed with number 8 and 9, which were programmed by
staff should stay on the list. The City Administrator explained number 14
and 15 would be moved above number 12.

The Community Services Manager reported the concrete had been poured
today and all the fence posts were in at Gilbertson Field. He explained the
fence guard had been ordered, and the drinking fountain would be
replaced next spring.

OTHER
BUSINESS
