<br /> <br />- 6 - <br />could occur on the east side from the two commercially zoned properties without <br />creating non-conforming properties. <br /> <br />A street width constructed to 24-feet face to face on Condit Street can be <br />accommodated within the existing 30-foot right-of-way so the improvement could be <br />completed with acquiring only temporary construction easements or rights-of-entry <br />documents. However, this leaves very little room outside the curb for the installation of <br />other private utilities in the future and a limited area for snow storage. We have spoken <br />to the Property Owner at 2885 Country Drive and he implied a willingness to work with <br />City for some right-of-way acquisition or a temporary construction easement. We have <br />not spoken to the Owner of 2828 Condit Street specifically about right-of-way <br />acquisition. We would request input from the City Council if City Staff should pursue the <br />acquisition of additional right-of-way or if temporary easements should be utilized for the <br />proposed improvements. <br /> <br /> <br />IX. PERMITS <br /> <br />A National Pollutant Discharge Elimination System (NPDES) permit will be needed due <br />to the disturbance size of more than one acre of land along with a permit from the <br />Ramsey Washington Metro Watershed District. <br /> <br /> <br />X. ESTIMATED PROJECT COSTS <br /> <br />The estimated costs for each street have been prepared and include all anticipated utility <br />improvement costs that will be associated with the street reconstruction or rehabilitation. <br />A detailed cost estimate for each street improvement is shown in Appendix B and <br />includes the construction costs and total project costs including overhead and <br />contingency. Table 1 below provides a summary of the estimated total project cost for <br />each street, including contingency and overhead. The overhead costs for the project are <br />estimated at 25 percent. The overhead costs include funds for administration, legal, <br />fiscal, engineering, preparation of plans and specifications, and field surveying and <br />inspection. The cost listed for the Condit Street and Burke Lane work does not take into <br />account any costs for the acquisition of additional right-of-way on Condit Street. <br /> <br />Table 1 <br /> Total Project Costs <br /> <br />Jackson/Old C/Lake Shore $ 275,000.00 <br />Park View Court $ 84,000.00 <br />Condit Street & Burke Lane $ 310,000.00 <br />TOTAL COST $ 669,000.00 <br /> <br /> <br />XI. FINANCING <br /> <br />Based on the City Assessment Policy that governs street rehabilitation, the primary <br />method of financing street improvements is to assess the adjacent Property Owners on <br />a front foot basis.
