<br /> <br />- 7 - <br />Street Rehabilitation Assessments <br />The policy states that the rehabilitation of an urban street shall be assessed 50% to <br />the affected properties, including any costs associated with installation of concrete <br />curb and gutter. The cost for sanitary sewer, storm sewer, or watermain repair is not <br />assessed to the adjacent property owners. The assessment per front foot for <br />commercial properties is twice the rate applied to the residential properties. <br /> <br />Residential Street Reconstruction Assessments <br />The actual assessable cost of a street reconstruction to an urban section along <br />residential property is determined by calculating the assessable footage based on <br />the guidelines in the City’s assessment policy and applying the capped residential <br />assessment rate per front foot. We are recommending that the City Council approve <br />a capped residential assessment rate of $73.44 per assessable foot for 2018. <br /> <br />Commercial Street Reconstruction Assessments <br />The actual assessable cost of a street serving commercial properties is calculated <br />based on an 80/20 split of the project costs. Whereas 80% of the project cost, <br />excluding storm sewer and 100% of the concrete curb and gutter cost are assessed <br />to the adjacent property owners. The other 20% of the total project costs excluding <br />sidewalk and 100% of the storm sewer would be borne by the City as a whole. <br /> <br />In addition to the 80/20 calculation the City has set a cap on the assessment rate <br />that can be charged per front foot for an urban, commercial street. It is proposed <br />that the cap be set at $146.88 for this project. <br /> <br />INDIVIDUAL PROJECTS <br /> <br /> JACKSON/OLD C/LAKE SHORE <br />The improvement of Jackson/Old C/Lake Shore from Demont Avenue to Little <br />Canada Road is considered a rehabilitation project under the City <br />assessment policy and has an estimated total project cost of $275,000.00. <br />There are a total of 43 properties adjacent to the improvement area including <br />38 residential properties, 2 City properties, and 3 commercial properties. The <br />City properties (Nadeau Nature Area and frontage along the railroad) are not <br />improved and will never be improved; therefore, it is proposed to assess <br />these properties at the same per front foot rate as the residential properties <br />for their entire street frontage. The project costs eligible for assessment total <br />$222,400.00. Based on a 50/50 sharing of the assessable costs the <br />assessments total $111,200.00. <br /> <br /> PARK VIEW COURT <br />The improvement of Park View Court from Little Canada Road to the cul-de- <br />sac is considered a rehabilitation project under the City assessment policy <br />and has an estimated total project cost of $75,000.00. The entire street is <br />located within the Park View Court Townhome development and all frontage <br />is along the common property lot. There are a total of 22 units in the <br />association and 14 of those units utilize Park View Court for access. If the <br />association would like to have concrete aprons installed at the driveways the <br />cost would increase by $9,000.00 making the total project cost $84,000.00. If <br />the driveway aprons are installed and included in a 50/50 sharing of the <br />assessable costs the assessments total $42,000.00.
