MINUTCS
CITY COUNCIL
MAY 22, 2002
Mark Gossman, Montanan I-Iomes, appeared before the Council and reported
that he has been working with Mr. Anderson on the screening issue. Gossman
reported Chat screening will likely involve a cedar privacy fence to provide
screening for the Anderson house.
"tom Duray appeared before the Cowtcil representing Mr. and Mrs. Anderson.
Duray indicated that the Anderson's are concerned about screening along their
propeirty line given that their house is only 8 feet from the line and the
driveway for the office park is 5 feet from the property line. Duray reported
that they are concerned about lights from vehicles driving in and out to the
office complex shining into their windows. 'Duray reported that the
Anderson's are also concerned about drainage given that their property drains
into the pond area that will be filled for the road. Their third concern is that
they have heard that a retaining wall may need to be constructed for the road
and that the road will be higher than their property.
Gossman reported that the City Engineer has addressed both the drainage issue
as well as the retaining wall issue. Gossman repa'ted that Montanan Homes
will be complying with the recommendations of the City Engineer. Gossman
reported that a culvert will be placed under the road to get drainage from the
Anderson property into the ponding area. 'fhe City Planner agreed that both
the Watershed and the City Engineer have reviewed these issues.
Council Member Anderson asked about snow removal. Gossman reported that
snow storage will occur on the pond side of the road and not the side abutting
the Anderson property.
There was no one else from the general public present wishing to comment on
this matter.
Upon motion by Fahey, seconded by L,aValle, the public hev'ing was closed
L,aValle noted that the Anderson property is zoned commercial; therefore,
screening of this property is not required. However, given the residential use
of this property as well as the multi-family property also adjacent, he supported
appropriate screening.
Scalae noted the need to vacate a portion of Park Street and the fact that the
plat dedicates street right-of--way that follows the alignment of the road. The
City Administrator noted that the vacation action will require a separate public
hearing and will be addressed at a future meeting.
Mr. Fahey introduced Che following resolution and moved its adoption
