MINUTES <br />CITY COUNCIL <br />MAY 22, 2002 <br />RESOLUTION NO. 2002-5-115 -APPROVING TILE PRELIMINARY <br />AND FINAL PLATS FOR EDGEWATER TOWNOFFICE PARK <br />SUB.IECT TO COMPLIANCE WITH THE RECOMMENDATIONS OF <br />TIIE PLANNING COMMISSION, CITY PLANNER, CITY ENGINEER, <br />AND TIIE WATERSHED, SU13.IECT TO TIIE ADDITION OF <br />APPROPRIATE SCRF_ENING AI ONG T HE SOUTH PROPERTY LINE, <br />INCI UDINCi FENCING AD.IACENT TO 13OTII TFIE ANDERSON <br />PROPERTYAND MULTI-FAMILY FIOUSING PROPERTY <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (5) Fahey, Anderson, Scalze, LaValle, Montour. <br />Nays (0). Resolution declared adopted. <br />CUP TOR Fahey opened the public hearing to consider the request for a Conditional <br />STORM. Use Permit to allow the construction of a storm shelter building at the Nort7r <br />SIiELTER - Star Estates manufactured home park at 3001 CounUy Drive. The Planning <br />NO~RT,Ti STAR Commission recommended approval of the CUP subject to the park making <br />ESTATES arrangements for off-premise shelter space in the event that the on-premise <br />MANUTACTUREll space is at capacity as well as compliance with recommendations 2 through <br />PARK 5 in the City Planner's report. <br />There was no one present from the general public wishing to comment on this <br />matter. <br />Upon motion by Fahey, seconded by Scalze, the public hearing was closed <br />Tom Ludden, representing North Star Estates, reported that he has contacted <br />St. John's Church and has made arrangements for off-premise storm shelter <br />space as recommended by the Planning Commission. <br />LaValle asked about parking adjacent to the on-premise storm shelter. Ludden <br />described the parking that is adjacent to the shelter. <br />Anderson noted that the recommendation was that the shelter be sized to <br />accommodate 60% of the population of the park. Ludden reported that there <br />are 210 units in the park, including the off ce. His population estimate is that <br />there are 2.5 people per household. Therefore, the shelter will accommodate <br />60% of the pari<'s residents, and off-premise space has been provided for at St. <br />John's. <br />The City Administrator indicated that he will be meeting with the attorney for <br />the manufactured home park on Friday to finalize the development agreement <br />relative to construction of the storm shelter. The Administrator indicated that <br />the CUP approval does not need to be contingent upon the development <br />
