MINUTES <br />CITY COUNCIL <br />JUNE 12, 2002 <br />mean improved insurance rates for the City's commercial properties. The <br />City Administrator noted that a Level 4 rating is an excellent rating and <br />probably the best that can be achieved fa' a city the size of Little Canada. <br />He commended the Fire Department and Public Worlcs staff for their <br />efforts in helping us to attain this great outcome. <br />RAMSEY Ramsey County Commissioner Jau Wiessner appeared before the Council <br />COUNTY to provide an update about current issues in Ramsey County. Wiessner <br />COMMISSIONER submitted a paclret of information to the Council and presented a brief <br />JAN WIESSNER overview of the current issues iu the County. The information presented <br />highlighted the following: <br />County's Credit Rating -The County has been assigned the highest <br />possible credit rating by Moody's Investor Services and Standard and <br />Poors. The triple A rating from each of these agencies means lower costs <br />for capital projects in the County. <br />`2002 Budget -Wiessner highlighted the County's 2002 Budget <br />explaining revenues and expenditures. She noted that since 1994, the <br />County's levy increase averaged 2.3% which is less than the rate of <br />inflation. <br />'`Redistricting of County Commissioner Districts <br />''`Volunteerism - 'The number of volunteers in Ramsey County almost <br />equals the number of County employees. <br />"Public Waste Collection Study -The County Board voted to accept the <br />Ramsey-Washington Resource Recovery Project's study recommendation <br />to not implement public collection at this time. Wiessner reported that she <br />heard from many Little Canada residents who are very happy with the <br />City's organized collection progrvn. <br />'Yard Waste and Composting Sites <br />'`County Parl<s. <br />'`Economic Development. <br />'`Lake Owasso Residence Grant Opening scheduled for August 13°i from <br />1:30 p.m. to 4:30 p.m. <br />Welfare Reform -The five-year time limit is up on July 1, 2002. <br />Wiessner estimated that there are 340 families in the County that will <br />
