MINUTES <br />CITY COUNCIL <br />JUNE 2G, 2002 <br />Fahey pointed out that Boaters Outlet is a retail commercial use and there <br />are many retail commercial uses that need outdoor storage- Fahey stated <br />that he did not view the Council's action in eliminating outdoor storage <br />from the B-W Dish'ict as a total prohibition on outdoor storage. Fahey <br />noted that the Council has rezoned other properties to PUD to <br />accommodate a particular use, such as the Frattalone property on Spruce <br />Street and Rice Street. Fahey again stated that he felt the focus of the <br />change in the B-W District was large parcels that have not been developed <br />to capacity. <br />The Council discussed the other properties in the City which are zoned <br />B-W, and Scalze pointed out that the Council previously denied outdoor <br />storage of some modular display units at the mini-storage or adjacent <br />property on County Road Q south of Highway 36. <br />Fahey again noted that the Council has used the PUD zoning when it felt it <br />was appropriate. Fahey felt it was unreasonable not to allow outdoor <br />storage as proposed by Boater's Outlet on this particular piece of property. <br />Fahey noted that the Council has not worked to totally eliminate outdoor <br />storage in the City. Fahey felt the emphasis has been on appropriately <br />controlling and managing oi~ndoor storage. He also noted that a lot of <br />businesses depend on outdoor storage, and felt it was appropriate in <br />certain circumstances. <br />Scalze noted that when the 13-W District was changed, the Council did not <br />say that the changes would not apply to this particular site. <br />LaValle felt that given the location of this site as it is tucked up against the <br />freeway and with proper screening of the outdoor storage, the request was <br />a reasonable one. <br />Scalze again stated that the proposal will change the character of the area. <br />LaValle disagreed. <br />Fahey asked how many areas in the City have B-W zoning. The Planner <br />reported that there are areas along County Road B as well as along <br />Country Drive that are zoned B-W. <br />Glenn Klosl<in submitted a picture of the property as viewed from the <br />Levitz site. He noted that they overlaid the proposed outdoor storage area <br />with pine trees for screening. I<losl<in also noted that the grades of the <br />area drop down, so that the bad< of the proposed outdoor storage area is <br />not even visible from the street. Kloskin noted that he operated a boat <br />business in Little Canada for many years, and would like to relocate his <br />6 <br />
