He further noted that since the change was made a few months <br />ago, the Council is considering the rezoning of two B-W properties in order to allow <br />outdoor storage uses. Keis indicated that as a member of the Planning Commission <br />he would like some direction from the Council on the outdoor storage issue. <br />Fahey pointed out that the Knox site is a large piece of property with poor soils on the <br />back of the site. The Council is considering the rezoning of the back of this site to <br />allow outdoor storage on a property that would require extensive soil corrections. <br />The Council is also considering the subdivision of the front of the property to <br />maximize redevelopment of the area abuttin ;Country Drive. Fahey indicated that <br />with regard to the Boater's Outlet property, it was his feeling that this site was fully <br />developed, and the location of the outdoor storage being proposed would have <br />minimal impact on the area. <br />LaValle suggested that in both situations, the City had an opportunity to attract viable <br />businesses to the City that would enhance its tax base. LaValle felt that the City <br />needed flexibility on the issue of outdoor storage. <br />Keis asked if another revision to the ordinance was necessary. <br />Fahey pointed out that the PUD Zoning allows the City the flexibility to consider <br />proposals on a case-by-case basis. Fahey used the example of the Frattalone proposal <br />where the City had the opportunity to retain a major contractor whose businesses <br />depends on the ability to have outdoor storage. <br />Keis stated that he wanted clearer direction from the Council on where they are going <br />with this issue so that as a Planning Commission member he can carry that forward. <br />Scalze pointed out that the City is being lobbied heavily for outdoor storage and <br />noted that other cities are not allowing this type oi'storage. <br />Fahey felt that in considering outdoor storage uses, the City should also consider the <br />specific property and use common sense. Fahey indicated that if development of a <br />property is coaxed out and the property owner has a tenant that needs outdoor storage, <br />the use should be considered in relation to the property and its location. <br />Knudsen felt that the Planning Commission did their job relative to the Knox and <br />Boater's Outlet proposals by raising issues for Council consideration. The issue is <br />whether there is a clear direction on the issue of outdoor storage, or is the issue <br />considered on a case-by-case basis. <br />Fahey reviewed the direction that the Council is going with the Knox property <br />wherein it is seeking to enlarge the lots being proposed along Country Drive, and <br />seeking a development agreement or a PUD Agreement to sunset the outdoor storage <br />
