9 <br /> <br />Similarly, the sign plan illustrates wall signs on the north, east and west facades. As a <br />condition of CUP approval, all final architectural plans should be revised to be <br />consistent in regard to planned signage. <br /> <br />The Ordinance makes an allowance for multiple walls signs, but only upon two facades. <br />While the desire for wall signage on three sides of the building is understood, it is <br />recommended that the submitted plans be modified to comply with the maximum wall <br />sign allowance (two signs). <br /> <br />For corner lots, the Ordinance stipulates that the total area of wall signs may not exceed <br />15 percent of the area of the facades which have frontage on public streets. In this <br />regard, it is estimated that a maximum of 250 square feet may be devoted to wall signs. <br />Proposed wall signs are well within this maximum are requirement. <br /> <br />Lighting. As required, a photometric lighting plan has been provided for review. <br />According to the Zoning Ordinance, the source of lights should be hooded and <br />controlled so as not to illuminate the adjacent right-of-way, and any light or combination <br />of lights which cast light on a public street shall not exceed one (1) foot candle (meter <br />reading) as measured from the centerline of said street. <br /> <br />According to the lighting plan, foot-candle readings of 2.4 are proposed along the site’s <br />north property line (near Little Canada Road) and 2.0 along the site’s eastern property <br />line (near I-35E). While compliance to the maximum illumination standard is expected <br />(as measurements are to be made from the center line of adjacent streets), such <br />compliance should be demonstrated by the applicant. <br /> <br />Trash. A detached trash enclosure is proposed in the southeast corner of the site. <br />Such structure is located approximately 5 feet from the site’s east property line. <br />According to the Ordinance, accessory buildings (structures) may not be located closer <br />than 10 feet to a rear yard or side yard lot line. Thus, the trash enclosure does not meet <br />applicable setback requirements. As a condition of CUP approval, it is recommended <br />that the trash enclosure be shifted westward to meet the 10-foot setback requirement. <br /> <br />Loading. The site plan does not illustrate a designated loading space. As a condition <br />of CUP approval, the applicant should provide information related to the handling of site <br />loading and delivery activities. <br /> <br />Grading, Drainage and Utilities. Issues related to grading, drainage and utilities <br />should be subject to comment and recommendation by the City Engineer. <br /> <br /> <br />RECOMMENDATION <br /> <br />In the opinion of planning staff, the proposed use of the site is compatible with the area <br />provided traffic entering and exiting the site can be properly managed so as not to <br />negatively impact traffic movements in the area.
