10 <br /> <br /> <br />It is staff’s further opinion that the narrowness of the subject site has created some <br />design challenges which, in part, have prompted the need for setback variances. <br /> <br />However, planning staff cites the difficulty in providing adequate drive-through stacking <br />for this particular use, and the research noting that such uses should have up to 260 <br />linear feet of stacking. Without this accommodation, it appears that traffic is likely to be <br />backed into the very congested intersection at Little Canada Road during peak hours. <br />Planning staff recommends that any approval of the Conditional Use Permit includes <br />this condition. Without this change, staff cannot recommend approval of the project. <br /> <br />For approval, the Planning Commission may consider the following: <br /> <br />A. Approval of a conditional use permit and architectural review to allow an <br />accessory drive-through lane subject to the following conditions: <br /> <br />1. The applicant revises the site plans to meet the requirements noted in this <br />report, as well as the provision of at least 260 linear feet of stacking space <br />for the drive-through lane that will not interfere with parking and/or <br />entering/exiting traffic. <br /> <br />2. The City approve the requested variance to the 5-foot curb barrier setback <br />requirement. <br /> <br />3. The City approve the requested variance to the 40-foot side yard setback <br />requirement (imposed upon side yards which abut public rights-of-way). <br /> <br />4. Site access-related issues shall be subject to comment and <br />recommendation by the City Engineer. <br /> <br />5. The submitted building elevations shall be modified to specify intended <br />finish materials. Such materials shall comply with applicable building <br />material requirements of the City. <br /> <br />6. All submitted plans shall be revised as necessary to illustrate a consistent <br />site and building design. <br /> <br />7. All site plantings shall meet the minimum size requirements of the <br />Ordinance. <br /> <br />8. Only one pylon sign shall be allowed upon the property and submitted <br />plans shall be revised accordingly. <br /> <br />9. Only two wall signs shall be allowed on the building and submitted building <br />elevations shall be revised accordingly. <br />
