MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2002 <br />Upon motion by LaValle, seconded by Scalze, the public hearing was <br />closed. <br />Joe Rasher, Joe's Sporting Goods, reported that they have applied for a <br />second hand goods dealer's license. The Council will be considering this <br />license at an upcoming meeting. Rausher indicated that a small part of <br />their business involves the sale of used guns, therefore, a second hand <br />goods dealer's license is needed. Rausher asked if the Council had any <br />concerns about this license. No concerns were expressed. <br />Sessing noted the issue of the two drives onto County Road B. The City <br />Planner suggested that the two drives were acceptable provided that the <br />east drive is marked as entrance only and the west as exit only. The <br />Planner felt that this would minimize traffic conflicts with the two drives. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />XESOLUTIONNO. 2002-9-214-APPROVING THE <br />ARCHITECTURAL REVIEW FOR JOE'S SPORTING GOODS <br />SUI3.IECT TO COMPL LANCE WITH THE RECOMMENDATIONS <br />OF THE PLANNING COMMISSION AND THE SITE PLAN <br />SUIIMITTED THIS EVENING, AS WELL AS SUBJECT TO THE <br />EAST DRIVE BEING MARKED AS AN ENTRANCE ONLYAND <br />THE WEST AS AN EXIT ONLY <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Anderson, Montour, Fahey. <br />Nays (0). Resolution declared adopted. <br />INTERIM USE Mayor Fahey opened the Public Hearing to consider the request for an <br />PERMIT - Interim Use Permit for outdoor storage in a PUD District on property <br />RICE/SPRUCE located at Rice Street and Spruce Street as requested by Frank Frattalone. <br />PROPERTY - <br />FRANK Frank Frattalone appeared before the Council requesting that he be <br />FRATTALONE allowed to store vehicles and equipment on his Rice Street and Spruce <br /> Street site on an interim basis. Frattalone noted his PUD approval to <br /> develop this property, and noted that he should have a decision by next fall <br /> as to whether or not he will move forward with the development. <br /> Frattalone stated that given the economy and business environment, he has <br /> delayed making the decision on whether or not to proceed with a new <br /> office/shop complex. <br />Fahey asked the type of equipment that would be stored on the property. <br />Frattalone indicated that he would have a limited number of vehicles and <br />
