MINUTES <br />CITY COUNCIL <br />OCTOBER 9, 2002 <br />The City Administrator further noted that the recommendations of the City Engineer, <br />City Planner, and City staff may force the redesign of the preliminary plat for The <br />Preserve. <br />Fahey again stated that the easement area needs to be defined, and indicated that he <br />was not interested in precluding development over an artificial debate on the <br />easement. The Administrator agreed that the easement will have to be defined and/or <br />released as necessary. <br />Scalze requested information from Williams as to the leaks that have occurred in this <br />portion of the line in the early 1980's. The City Administrator stated that he will <br />attempt to obtain that information. <br />RECESS At this point in the meeting the Council took a short recess. The meeting was <br />reconvened at 8:50 p.m. <br />NORTHEAST Alicia Vap, Ramsey County, appeared before the Council and presented an <br />DIAGONAL update on the Northeast Diagonal Land Use/Transit Study. Vap explained that the <br />Northeast Diagonal is a corridor that runs from downtown Minneapolis to White Bear <br />Lake and has been identified in the Metropolitan Council's Transit 2020 plan as a <br />potential busway to be implemented post-2010. Vap noted that the purpose of the <br />study was to identify land use opportunities based on Smart Growth principles and <br />support transit-oriented development and related transit infrastructure. The study also <br />assessed the affects of these land use scenarios on the future transit market for the <br />Northeast Diagonal study area. Vap reviewed the details of the study and its <br />conclusions and recommendations. Recommendations related to communities were <br />as follows: <br />I. Adopt atransit-oriented development overlay zoning district that guides <br />growth and development according to the Metropolitan Council's Smart <br />Growth principles and prepare design standards and guidelines to shape new <br />developments in the overlay districts. <br />2. Develop a master plan for desired opportunity sites. This could include a <br />development plan, re-evaluating the recommended uses with the opportunity <br />sites, and evaluating the market demand for the sites. <br />Implement land use and transportation changes to the local comprehensive <br />plan that supports the corridor, related Smart Growth scenario <br />recommendations and transit-friendly mixed-use development patterns. <br />It was noted that two opportunity sites were identified in Little Canada. These were <br />in the area of Rice Street and South Owasso Blvd. as well as in the area of Ryan <br />
