4

 Post-closing duties including forwarding pertinent information and assigning loans.
 Reporting to multiple stakeholders including a number of City, County, State and Federal
governmental entities.
 Respond to general inquiries and offer referrals to other programs. As NWHP is also a
HUD approved counseling agency, we often layer in these support services, if applicable.
As a local leader in the affordable housing industry, we have strong relationships with many
partners that share and support our mission. We work closely with the City of St. Paul as the
primary administer of their CDBG funds to eligible homeowners for home repairs and on single -
family development projects and have significant experience in CDBG and HOME income
determination requirements. NWHP also originates all of Minnesota Housing’s home
improvement loan programs.
NWHP has recently begun working with a number of communities throughout the Twin Cities
to administer their community lending programs. In the fall of 2017, we begun administering
the home improvement and down payment programs for the City of Woodbury. Since then, we
have begun administering programs for the cities of Shoreview, North St. Paul and Minneapolis.
NWHP has extensive experience providing home improvement loans, which we have been
doing continuously since our founding in 1981. NWHP currently operates a large revolving loan
fund for home improvement loans with multiple funding sources. NWHP has a strong track
record in successfully managing this loan fund including not only getting this money to those
residents in need of this service but also in tracking and accounting for these funds entrusted to
us by funders and investors. This includes both closing loans in our name as well as closing
loans for our partners. Over the last 6 years, NWHP has originated 261 home improvement
loans totaling over $4.68mm in funds.
NWHP also has extensive experience providing down payment assistance programs including
administering programs internally with Wells Fargo, CDFI, Federal Home Loan Bank and
Minnesota Housing Impact funds. Staff have completed extensive training by NeighborWorks
and Wells Fargo to prepare for these programs and works with many first mortgage lenders
across the Twin Cities to help low-to-moderate income families purchase a home.
We experienced great demand and need for our down payment program in 2012 in which we
helped 422 families purchase a home in Minneapolis and St. Paul. Since these funds were
exhausted we had been using our previous CDFI award to continue a similar program but these
funds are almost exhausted. We were fortunate to receive an additional $4mm in
Neighborhood LIFT funds in 2016 to help an additional 450 families and the need has outpaced
this program from 2012. We have been originating approximately 25 DPA loans a month for
the last 20 straight months. In total, we have provided over 1,000 DPA loans over a 6 year
period (2012-2017) helping over 1,000 families achieve their dream of homeownership.
7
