MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 2002 <br />Planner also noted that in cities that allow electronic reader boards, these types of <br />signs usually start with institutional uses such as schools. <br />Fahey felt that given the fact that Snyders is located on a separate lot, the pylon <br />should be allowed. Fahey noted that when the PUD Agreement was approved for the <br />Market Place Shopping Center and only one pylon was allowed on the property, the <br />City did not anticipate the lot split and the development of the Snyders building. <br />LaValle asked about sign location. Snyder replied that it will be at the north end of <br />the parking lot adjacent to Rice Street. 'LaValle asked if the Market Place pylon must <br />stay in its current location, if that sign will block the Snyders sign. Snyder did not <br />believe there would be a problem with visibility of the sign. <br />Montour asked if the Market Place would be coming in fa a permit to relocate their <br />existing pylon. The City Administrator replied that they would be. <br />Montour asked if Snyders would be willing to brick the pole for the pylon. Snyder <br />replied that they had planned an aluminum clad that would match the building. <br />LaValle pointed out the City's redevelopment efforts and suggested that an upgrade <br />to the pylon would be an enhancement to the area. <br />Dave Leonard, SignArt, stated that they may be able to add some brick to the bottom <br />of the pylon, but asked that they be allowed to made that addition in the spring to <br />avoid winter construction conditions. <br />LaValle asked if all the Snyders Stores had pylons. Leonard replied that all <br />freestanding Snyders Drug Stores have pylons. <br />The City Planner indicated that the brick would bring the pylon sign closer to the <br />intent of the architectural guidelines that is for a monument style sign. The Planner <br />also recommended that the letters on the pylon be a bright color, and the background <br />color be dark. Leonard indicated that the red Snyders lettering does not show up well <br />with a dark background. The City Planner suggested that lighting the lettering only <br />would solve that problem. <br />Anderson asked if the City was going to require a brick casing for the Market Place <br />Shopping Center sign. Fahey felt that the same requirements would apply to the <br />Market Place sign relocation. <br />There was no one else from the general public present wishing to comment on this <br />matter. <br />Upon motion by Fahey, seconded by LaValle, the public hearing was closed. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />
